OFFICE OF THE SECRETARY
WASHINGTON 25, D.C. r

COVERING BRIEF
FEB - RE195%ED
TO:
The President
FROM:
Secretary of the Interior
Problem: We have received from the Honorable William F. Quinn,
Governor of Hawaii, a radiogram stating his belief that
early planning for a year-long celebration of Hawaii's
admission as a State of the Union will help to stimulate
greater public support of statehood legislation and at the
same time emphasize Hawaii's role in the Pacific.
Discussion: Governor Quinn has called a Territory-wide citizens'
conference to make plans now for the proposed celebration
and has requested an expression of your endorsement of the
celebration proposal, to be presented at the convening of
the conference on February 7.
A proposed radiogram has been prepared for your signature
(Tab A).
Implementation: None
Recommendation:
That you sign the attached radiogram.
Concurrence: None required.
