Simon April 30, 1992 Draft 2 (ICSC) PRESIDENTIAL VIDEO: INTERNATIONAL COUNCIL OF SHOPPING CENTERS ROOM 459 WEDNESDAY, MAY 6, 1992 Greetings to all of you in Las Vegas for the 1992 International Council of Shopping Centers' Spring Convention. I understand it's your 35th birthday -- and I wish I didn't have to miss the party. ((I must say -- I don't get out to shopping centers too much any more. It's hard to buy presents for people and surprise them when you have TV cameras recording your every move.)) Nevertheless, I am familar with the International Council of Shopping Centers and the concerns you all have. Your outgoing President, Malcolm Riley, led a group of real estate leaders to meet with me in the White House last December to discuss the problems you face. We talked together about the difficult times the real estate business has been through. Real estate is a key sector of the economy. That's why in my State of the Union address, I asked Congress to help get real estate back on its feet. I want to modify the passive-loss rule for active real estate developers. And I also want a cut in the capital gains tax -- to stop the slide in real estate values and provide the capital needed for new investments and new jobs. Unfortunately, Congress was more interested in a tax increase than doing something good for the economy. I had no choice but to veto their bill. But we won't give up the fight, 2 and we could sure use your help. Sometimes Congress won't see the light until they feel the heat. Real estate has led our economy out of seven of the eight past recessions. Home sales are up, and the signs of economic growth keep appearing. But that's no reason to stop working for ways to encourage more growth. By working together, educating your Members of Congress, as you did in your recent Congressional Contacts Meeting, and getting the word out to the media, we can convince the Congressmen and Senators that these reforms are needed, and they're needed now. Let me close by congratulating all of you, your Executive Vice President, John Riordan, and your Vice President for Government Relations, Judy Black, on your 35th anniversary. I wish you much success -- and a productive week in Las Vegas. Thank you and God bless you all. # # # Simon April 30, 1992 Draft 2 (IPA) PRESIDENTIAL VIDEO: INDEPENDENT PETROLEUM ASSOCIATION ROOM 459 WEDNESDAY, MAY 6, 1992 It is indeed a pleasure to be able to address the 63rd annual meeting of the Independent Petroleum Association of America -- especially since I am a former director of the organization. I was proud to sign the Natural Gas Wellhead Decontrol Act which will completely eliminate wellhead price controls in January. And we have promoted the purchase of U.S. government fleet vehicles that burn natural gas. This country must have a strong domestic hydrocarbon industry. A strong and stable supply of domestic oil and natural gas helped power the U.S. economy. Our administration produced the first National Energy Strategy we've ever had that balances the need for conservation, new domestic production, and environmental protection. We've had some trouble convincing Congress how important this is, but we'll keep working with them to pass a responsible energy strategy for America. Your entrepreneurial spirit has opened up opportunities for all Americans -- contributing to economic growth, creating new jobs, and forging new free and open markets overseas. For all you have contributed to this great country, I thank you. Yet I challenge you, too. As an old "hydrocarbon man" myself, I still have many loyal friends in this industry. I know these have not been good times for you and your families. Almost 400,000 jobs have been lost in this industry. Today, there are fewer oil and natural gas rigs operating in the United States than at any other time since the end of World War II. At the same time, more imported oil keeps flowing in -- the cost of which was more than half the 1991 trade deficit. As a nation, we simply must produce more of the oil we consume. No one knows better than I the barriers that government throws in the way of the independents in the petroleum industry. I am working, to get them lifted. I'd like to see Congress to reform especially to get > the Alternative Minimum tax penalty on drilling and depletion. This tax penalty is costing jobs and too often has helped to shut down drilling in the U.S. Your segment of the domestic industry is particularly important because you maintain the majority of marginal well production in this country, and you produce over 60 percent of the natural gas produced in the United States -- one of the 2 clean-burning, environmentally-friendly fuels of the future. And I'll be counting on your help, just as I have in the past. Thank you, and God Bless you all. # # # Simon April 30, 1992 Draft 3 (IPA) PRESIDENTIAL VIDEO: INDEPENDENT PETROLEUM ASSOCIATION ROOM 459 WEDNESDAY, MAY 6, 1992 It is indeed a pleasure to be able to address the 63rd annual meeting of the Independent Petroleum Association of America -- especially since I am a former director of the organization. Nix Draft April 30, 1992 1:30 p.m. A:INDEP PRESIDENTIAL VIDEO: INDEPENDENCE DAY MESSAGE TO ARMED FORCES MAY 6, 1992 Two hundred years ago, this country won a victory that has resounded down throughout the centuries as a landmark event in the history of freedom. The courage of those early patriots who secured liberty for future generations has lived on in you -- America's sons and daughters, who have so courageously served this nation in peace and war. For more than two centuries, our ideals of democracy and individual rights have helped keep alight the torch of liberty. And hundreds of millions of people, both here and abroad, owe thanks to America's armed forces for your willingness to go in harm's way to defend the principles we hold dear. This year, millions more have a new reason to be grateful to America's servicemen and women. Because of your dedication, we have weathered the long, often lonely vigil to secure victory in the Cold War. Democracy is spreading into the furthest corners of the former communist world. I'm reminded of a proverb: "By wisdom peace, by peace plenty." Literally around the world, newly independent countries are embracing the freedoms and principles established by our forefathers some two centuries ago. Together, we join the peoples of this new freedom front in forging a path into the next century -- a new world we enter with great promise for a true world at peace. As we approach this new era, your vigilance will remain a cornerstone of our security. On behalf of all Americans, I want to mark this Independence Day by thanking you for the sacrifices you willingly make for this nation. Happy Fourth of July to you and all your families. And may God bless each and every one of you and this, the freest, most blessed nation on Earth, the United States of America. It's hard to buy presents for people and surprise them when you have TV cameras recording your every move.) ) Nevertheless, I am familar with the International Council of Shopping Centers and the concerns you all have.
