Greetings to all of you in Las Vegas for the 1992
International Council of Shopping Centers' Spring Convention. I
understand it's your 35th birthday -- and I wish I didn't have to
miss the party. ((I must say -- I don't get out to shopping
centers too much any more. It's hard to buy presents for people
and surprise them when you have TV cameras recording your every
move. ) )
Nevertheless, I am familar with the International Council of
Shopping Centers and the concerns you all have. Your outgoing
President, Malcolm Riley, led a group of real estate leaders to
meet with me in the White House last December to discuss the
problems you face. We talked together about the difficult times
the real estate business has been through.
Real estate is a key sector of the economy. That's why in
my State of the Union address, I asked Congress to help get real
estate back on its feet. I want to modify the passive-loss rule
for active real estate developers. And I also want a cut in the
capital gains tax -- to stop the slide in real estate values and
provide the capital needed for new investments and new jobs.
Unfortunately, Congress was more interested in a tax
increase than doing something good for the economy. I had no
choice but to veto their bill. But we won't give up the fight,

and we could sure use your help. Sometimes Congress won't see
the light until they feel the heat.
Real estate has led our economy out of seven of the eight
past recessions Home sales are up, and the signs of economic

growth keep appearing. But that's no reason to stop working for
ways to encourage more growth. By working together, educating
your Members of Congress, as you did in your recent Congressional
Contacts Meeting, and getting the word out to the media, we can

Let me close by congratulating all of you, your Executive
Vice President, John Riordan, and your Vice President for
Government Relations, Judy Black, on your 35th anniversary. I

capital gains tax -- to stop the slide in real estate values and

Unfortunately, Congress was more interested in a tax
increase than doing something good for the economy. I had no
choice but to veto their bill. But we won't give up the fight,

the first National Energy Strategy we've ever had that balances
the need for conservation, new domestic production, and
environmental protection. We've had some trouble convincing
Congress how important this is, but we'll keep working with them
to pass a responsible energy strategy for America. And I'll be
counting on your help, just as I have in the past.

understand it's your 35th birthday -- and I wish I didn't have to
miss the party. ((I must say -- I don't get out to shopping
centers too much any more. It's hard to buy presents for people
and surprise them when you have TV cameras recording your every
move.))
Nevertheless, I am familar with the International Council of
Shopping Centers and the concerns you all have. Your outgoing
President, Malcolm Riley, led a group of real estate leaders to
meet with me in the White House last December to discuss the
problems you face. We talked together about the difficult times
the real estate business has been through.
Real estate is a key sector of the economy. That's why in

It is indeed a pleasure to be able to address the 63rd
annual meeting of the Independent Petroleum Association of
America -- especially since I am a former director of the
organization. As an old "hydrocarbon man" myself, I still have
many nover friends in this industry.

I know these have not been good times for you and your
families. Almost 400,000 jobs have been lost in this industry.
Today, there are fewer oil and natural gas rigs operating in the
United States than at any other time since the end of World War
II. At the same time, more imported oil keeps flowing in -- the
cost of which was more than half the 1991 trade deficit. As a
nation, we simply must produce more of the oil we consume.
No one knows better than I the barriers that government
throws in the way of the independents in the petroleum industry.
I am working to get them lifted. I'd like to see Congress reform
the Alternative Minimum tax penalty on drilling and depletion.
This tax penalty is costing jobs and too often has helped to shut
down drilling in the U.S.
Your segment of the domestic industry is particularly
important because you maintain the majority of marginal well
production in this country, and you produce over 60 percent of
the natural gas produced in the United States -- one of the

clean-burning, environmentally-friendly fuels of the future. I
was proud to sign the Natural Gas Wellhead Decontrol Act which
will completely eliminate wellhead price controls in January.
And we have promoted the purchase of U.S. government fleet
vehicles that burn natural gas.
This country must have a strong domestic hydrocarbon
industry. A strong and stable supply of domestic oil and natural
gas helped power the U.S. economy. Our administration produced
the first National Energy Strategy we've ever had that balances
the need for conservation, new domestic production, and
environmental protection. We've had some trouble convincing
Congress how important this is, but we'll keep working with them
to pass a responsible energy strategy for America. And I'll be
counting on your help, just as I have in the past.

Greetings to all of you in Las Vegas for the 1992
International Council of Shopping Centers' Spring Convention. I
understand it's your 35th birthday -- and I wish I didn't have to
miss the party. ((I must say -- I don't get out to shopping
centers too much any more. It's hard to buy presents for people
and surprise them when you have TV cameras recording your every
move. ))
Nevertheless, I am familar with the International Council of
Shopping Centers and the concerns you all have. Your outgoing
President, Malcolm Riley, led a group of real estate leaders to
meet with me in the White House last December to discuss the
problems you face. We talked together about the difficult times
the real estate business has been through.
Real estate is a key sector of the economy. That's why in
my State of the Union address, I asked Congress to help get real
estate back on its feet. I want to modify the passive-loss rule
for active real estate developers. And I also want a cut in the
capital gains tax -- to stop the slide in real estate values and
provide the capital needed for new investments and new jobs.
Unfortunately, Congress was more interested in a tax
increase than doing something good for the economy. I had no
choice but to veto their bill. But we won't give up the fight,

and we could sure use your help. Sometimes Congress won't see
the light until they feel the heat.
Real estate has led our economy out of seven of the eight
past recessions. Home sales are up, and the signs of economic

I am working to get them lifted. I'd like to see Congress reform
the Alternative Minimum tax penalty on drilling and depletion.
This tax penalty is costing jobs and too often has helped to shut
down drilling in the U.S.
Your segment of the domestic industry is particularly
important because you maintain the majority of marginal well
production in this country, and you produce over 60 percent of
the natural gas produced in the United States -- one of the

clean-burning, environmentally-friendly fuels of the future. I
was proud to sign the Natural Gas Wellhead Decontrol Act which
will completely eliminate wellhead price controls in January.
And we have promoted the purchase of U.S. government fleet
vehicles that burn natural gas.
This country must have a strong domestic hydrocarbon
industry. A strong and stable supply of domestic oil and natural
gas helped power the U.S. economy. Our administration produced
the first National Energy Strategy we've ever had that balances
the need for conservation, new domestic production, and
environmental protection. We've had some trouble convincing
Congress how important this is, but we'll keep working with them
to pass a responsible energy strategy for America. And I'll be
counting on your help, just as I have in the past.

Could you please confirm this statistic? Our
records show employment in oil and gas extraction
at a high of 708,000 jobs in 1982 and a recent low of
392,000 jobs in 1991. The difference being 316,000.

It is indeed a pleasure to be able to address the 63rd
annual meeting of the Independent Petroleum Association of
America -- especially since I am a former director of the
organization. As an old "hydrocarbon man" myself, I still have
many loyal friends in this industry.
I know these have not been good times for you and your
families. Almost 400,000 jobs have been lost in this industry.
Today, there are fewer oil and natural gas rigs operating in the
United States than at any other time since the end of World War
II. At the same time, more imported oil keeps flowing in -- the
cost of which was more than half the 1991 trade deficit. As a
nation, we simply must produce more of the oil we consume.
No one knows better than I the barriers that government
throws in the way of the independents in the petroleum industry.
