Digitized from Box 21 of the Philip Buchen Files at the Gerald R. Ford Presidential Library OF THE WHITE HOUSE WASHINGTON April 27, 1976 MEMORANDUM FOR THE HONORABLE HAROLD R. TYLER DEPUTY ATTORNEY GENERAL SUBJECT: Recommendation for Judge Healey of Rhode Island Attached is correspondence recommending Judge Healey for appointment to the U. S. District Court in Rhode Island. I would appreciate consideration of this impressive recommendation. Attachment Philip Buchen W. Buchen Counsel to the President KENT COUNTY JUVENILE COURT COUNTY 1501 CEDAR STREET, N.E. GRAND RAPIDS, MICHIGAN 49503 KENT JOHN P. STEKETEE, Judge Phone (616) 774-3700 MICHIGAN April 19, 1976 Mr. Philip W. Buchen Counsel to the President The White House Washington, D.C. Dear Phil: I am taking the liberty of writing to you about Judge Edward V. Healey, Jr., of Rhode Island. You will recall meeting him when you very kindly permitted our visit to you last May while he and I were in Washington at a meeting re- garding the use of data systems in the courts. At that time he was the President of the National Council of Juvenile Court Judges, on whose Board of Trustees I have the privilege of serving. Your courtesy in seeing us was even more appreciated because that was the morning after the nearly all-night session you had over the captured American ship in Asian waters - and you had an early morning bout with your dentist. The reason for my letter is to recommend to you, for whatever further use you deem appropriate, Judge Healey's name for the United States District Court currently vacant in Rhode Island. Certainly this is presumptuous on my part but I am writing because I feel strongly that he is a man who has proved his excellent capabilities as a lawyer and judge, of national reputation, and also as a man and judge with unusual and unique compassion for people and respect for the law. His credentials are fantastic, he has great respect in the legal profession and in his State (as well as far beyond) and he would be an excellent Federal Judge. Further, you will note that he is an active Republican in an area where that posture is not always the most popular. I am convinced that persons of both parties as well as the legal profession would concurr on him as an excellent choice. FORDO is LIBRARY GERALD (2) I urge your personal evaluation of my statements and, if they withstand your scrutiny, that you recommend his name for consideration. Best personal wishes and I hope that the next several months prove beneficial to you, our President, and the country. Sincerely yours, John June Steketee Judge of Probate JPS:m is rond ANVURITY BIOGRAPHICAL SKETCH EDWARD V. HEALEY, JR. I am passing on a copy of your letter to the Deputy Attorney General along with my obser- vation that a recommendation from you warrants the highest respect. I trust you are thoroughly enjoying your challenging new assignment, and I am confident that you will do your usual superb job in this position. Warmest regards. Sincerely, Thil Philip W. Sundlun who is a close and highly respected friend of mine. I very much value his comments. P.W.B. Philip W. Buchen Counsel to the President cc: Mr. Douglas Bennett CTALE FORD UTLET COMPANY BRUCE G. SUNDLUN President and Chief Executive Officer June 29, 1976 The Honorable Philip W. Buchen Counsellor to the President The White House Washington, D.C. 20500 Dear Phil: As you may know, there is a vacancy on the United States District Court for the District of Rhode Island, due to Judge Edward Day reach- ing age 70 and retiring to Senior Judge status. Apparently, there are several potential candi- dates, as follows: Judge Joseph R. Weisberger, Presiding Judge of the Superior Court of the State of Rhode Island. Honorable Herbert DeSimone, Former Attorney General of Rhode Island, Republican candidate for Governor, and Assistant Secretary of Trans- portation. Lindsey Almon, United States Attorney I know all of these men personally, and while they are all honest and intelligent, the quali- fications of Judge Weisberger to be a federal district court judge are, in my opinion, much superior to the others. He has proved to be a very hard working judge on the Superior Court. He is considered probably the most brilliant of FORD 176 Weybosset Street Providence, Rhode Island 02902 BROADCASTING SPECIALTY STORES (401) 331-8700 DEPARTMENT STORES The Honorable Philip W. I have been before him myself on a few occasions, and can speak from personal experience. I frankly have no knowledge of which candidate the administration favors, but I do have enough personal knowledge of all three men to be able to state the opinion given in this letter. Incidentally, Judge Weisberger is by no stretch of the imagination a personal friend of mine, and I know him only professionally, although we were classmates at the Harvard Law School. Sincerely, FORD LTORARY JUSTITIA PRO SEQUITUR USOF OF ENT Office of the Attorney General Washington, D. C. 20530 7 August 3, 1976 TO: PHILIP W. BUCHEN COUNSEL TO THE PRESIDENT FROM: EDWARD H. LEVI sin ATTORNEY GENERAL As you know, Judge Tyler has been handling the DeSimone or Weisberger reviews for consideration in connection with the U.S. District Court vacancy in Rhode Island. He was handling these in any event, but I was away at the Judicial Conference in Spokane. The DeSimone files came to my desk this afternoon. I have had about twenty minutes in which to read them -- hardly the basis for a considered opinion! I understand there is a need for speed. In this situation, and with your concurrence, I am sending to you the two files.
