for you to indicate your appearance at their meeting
September 27 in Detroit.
The request for you to drop-by came from Mr. Bechtel,
President of the World Energy Conf.
Secretary Shultz recommended you attend the September 27
event.

They have requested you give a 5-10 min. speech and
then hand out an award to the "Handicapped American of
the year. " Then you will be asked to hand out seven
other awards to students (High School) who have won
essay contests from the U.S. (Geogia, Kentucky, Ohio,
North Carolina, Honolulu). There will be also two
poster winners (H.S. students) from Indiana & Hawaii;
they will ask you to hand those awards out and have
a picture taken with all the above as the award
is being handed to the students.
Secretary Brennan will introduce you and Annette Fabrae
will be on stage with you during the presentation of awards.

The purpose of the Advisory Commission on Inter-
governmental Relations is to give continuing
attention to critical areas of friction in Federal,
State, local, interstate and interlocal relations.
The Commission was created by Federal Law in 1959
and strengthened by further congressional action in
1966. It is a permanent national bi-partisan body
representing executive and legislative branches of
government and the public.
The Commission formulates policy position and trans-
lates it into policy recommendations, then translates
it into draft bills and executive orders for
consideration by the appropriate federal and state
officials.
The scheduling committee recommends this appointment.
