The Erie Churchman. I found the article on Governor Reagan
to be of particular interest. Thank you for sharing it

Much has been accomplished during the two years of the
Ford Administration. The economy is steadily improving,
more and more people are returning to work, no American
troops are engaged in combat anywhere in the world, and the
confidence in government, so lacking just two short years
ago, is gradually being restored.
Although much has been accomplished, much remains to
be done. The President looks to the future optimistically
and stands ready to face all challenges which might arise.

Dear Mrs. Christopherson:
Thank you very much for your recent letter about the delegate
selection process in South Dakota. I am sorry that you are not
suppotting President Ford at the present time, but you are correct
that this letter from the Committee will be a plea for party unity.
But first, let me tell you that the type of delegate selection
process which went on in South Dakota has occurred all across the
country and the practice of limiting the opponent's delegates to
the minimum, despite the outcome of a primary, has been practiced
by both sides.
In North Carolina, for instance, Governor James Holshouser,
that state's first Republican Governor in 72 years, was prohibited
a delegate seat at the Republican State Convention because he was a
Ford supporter. Th is same phenomenon has occurred throughout the
country as each side battled, sometimes bitterly, for every last
delegate.
It is extremely important, however, that all loyal Republicans
keep this battle in perspective and remember who the real enemy is.
After the Kansas City Convention, the Party must heal its wounds
and unite together to defeat the liberal team of Carter=Mondale. If
loyal Republicans become alienated by the Convention, then the nomina-
tion will not be worth anything to President Ford or Governor Reggan.

As time is flying toward convention time, I am
writing you directly.
During the past week, I watched a Ronald Reagan
campaign commercial in which when discussing tax
reform, he stated thet he "would like to accomplish
on a national basis what we did in California with
Proposition I."
This statement left the impression that some
tax reforms were indeed accomplished. Governor
Reagan's Proposition I was put before the California
electorate in November 1973 as an initiative in a
special election, and it was overwhelmingly defeated.
I worked with the coalition as a League of Women
Voters member which helped defeat Proposition I.
In the interest of fair campaign practice, such
misleading statements should be corrected, so that
delegates in other states may have a truer picture
of the facts.

for Ronald Reagan were broadcast over 75 different radio
stations during the week before the California Primary.
Political analysts said these were one of the most
effective radio ads ever broadcast during an election
campaign. And they were right.
The ads contributed to Ronald Reagan's huge margin
of victory. There is no doubt about that. You can be proud
that you played a major part in his victory.
The ads were placed on radio stations from Los Angeles
to San Francisco, from Sacramento to Palm Springs, from
Pasadena to Long Beach.

It is important to consider what Ronald Reagan's defeat could mean for
the Republican Party.
Consider the record of the Ford administration and the possibility of
its continuing should Ronald Reagan lose the California primary:
1. There would be more appointments of left-liberals into the
administration such as Charles Goodell and Nelson Rockefeller.
2. Secretary of State Henry Kissinger would remain, throughout
Ford's term, continuing the policy of one-way-street detente.
3. The United States would continue its second-rate military posture
and perhaps slip to third rate or fourth rate.
4. The United States would continue its policy of surrender of
American possessions such as the Panama Canal Zone.
5. Deficit spending would continue unabated, without a voice of
leadership coming from the White House.
Before you decide how much to give, I should explain that the Reagan
California Fund is an independent organization, entirely separate from the
Citizens for Reagan campaign committee.

As a professional in the field of communications,
I urge President Ford to take the offensive against
Governor Reagan at once. Reagan has won votes by
massive deception of the public as to the true
consecuences of his policies.
These points can be quickly grasped by the voters,
if they are presented vigorously and repeatedly:
1) Reagan's policy of enlarging the military establish-
ment would rean a substantial increase in taxes.
2) Reagan repeatedly complains that the Soviet Union
is ahead of us in number of troops under arms. If
he really insists on matching the Russians in man-
power, it means bringing back the draft.
3) Reagan's stand on the Panama Canal Zone is based
on sheer ignorance of history. It would lead to
guerrilla warfare, with every country in South America
lined up squarely against us.
In short, Reagan's policies would make America an
armed camp, with heavy new taxes, and the risk of
a Vietnam-style war in Panama.
President Ford must tell this to the public immediately,
often and personally--no one else has his access to
the media. If he doesn't do it now, he will find him-
self doing it on a panic basis later-when it will
be too late.

version of the old Lyndon Johnson commercial, showing a nuclear
bomb explosion, be used against him. The essence of the commercial
would be to show the bomb explosion followed by the message, "If
you don't want this, Vote for President Ford."

I think you have missed one item that would bring Ford ahead of Reagan and
then carried on it would get some votes normally that would go to either
Kennedy or Humphrey.
It's the parents and relatives and those poorly paid persons that ware for
the MENTALLY RETARDED (not mentally ill) All the Kennedy centers are
for handicapped retarded children specifically now called Developmentally
Disabled. Naturally since both the two families mentioned above they
feel a real heartfelt interest in the Retarded.
When Reagan came out with his $700 Million surplus, it hit the newspapers
the same day the parents of the Retarded learned the Reagan administration
decided that to save money they would phase out the hospitals for the
Retarded and put them into the community. This sounds like a very fine
humanitarian idea, but when you look at it closely you find they were to
find "profit-making "nursing homes and contract with them to care for the
kids. When it goes into the "profit-making" the individual gets less and
less as medical costs rise. And the Nursing homes were then given $19.00
per day per child when it was costing the state $42.00 per day. to care
for them.

child gets in a Nursing community facility where the child needs jound the
clock medical care plus programs for education???? it is impossible yet
Sarah Jane Moore got $33.00 per day and the cost to the taxpayer for the

not even an MD in the nursing home where 90 profoundly retarded handicapped
children including hydrocephalic, bizarre kids, quadreplegic, etc
A statement about priorities for the retarded, handicapped, and certainly
not turning it all over to the States. There is where you will hit Reagan.
I have all the clippings about the disclosure as I went to Sacramento
and gave testamony that got $4.3 million for air-conditioning for the
kids at Pacific State due to flies etc and it was at that time we smoked out
Reagan's plans. He backed down, but they still dont have the air-conditioning
completed and that was three years ago.
I think you would be amazed at the numbers of parents of these kids that
go for Kennedy and Humphrey just on this -one issue all over the country.
