THE WORLD SLEEPS ON.
STRANGE THINGS IN THE SKIES. WHAT ARE THEY?
Among other things they have turned out to be weather balloons,
gas filled balloons sent up with flairs tied to them as practical
Jokes, luminious gas, ball lightening which flotes through the air in
the shape of a sphere and other common things. It has also been sug-
gested that some of those which have not been identified may have been
such things as meteors, shooting stats, and SWAII gas etc. which they
very well may have been, Actually is not possible to tell what is
giving off a light when the light is the only thing that you can see.
Take for instance the case of the lights sighted in the swamps in
Michigan. It was suggested that they could have been caused by swamp
gas and they may have been. It has been proven that swarp gas can
cause a light in the swamp. But in the news cast I heard 10 one was
reported to have seen the lights from close enough range to tell what
caused these particular lights. some psople thought they were caused
by something other than swamp gas. 1 remember reading where one
policeman reported seeing four lights traveling across the sky in
diamond shape formation.
However what I am inverested in in this report is not lights any-
way but the strange Saucer like flying objects which have been sighted
both at close range and at a distance by people from all walkes of
life from airline piolets to pedestems and f.om college graduates to
common laborers and house wives in most if not all nations on earth
during the past twenty years. and I might add that animals have also
sensed the presence of these strange objects on occasions when theycam
close enough to them. These objects have been seen with lights of
different colors, with flashing lights ana some have lighted the area
surronding them up with a dark red light.
These Saucer's have been seen in flight making manuvers which

would not be possible unless they were under intelligent controll.
They have also been seen hovering close to houses, setting on the
ground and following cars and airplains. I remember reading about
one person who SAW a small ship come out of a larger flying object
while it was hovering in the sky and come down and hover over a power
line and extend a rod down to the power line as if it were charging
its batteries thon after a while pull the rod back inside and go back
up to the larger ship and disappoar inside the larger ship. Then
there is the case of the flying saucer which landed on one corner of
a large airport in a goreign country and sat thero for almost thirty
minutes before taking off,
one of the saucer accounts I found very interesting happened, to
the best of my memory in Ohio. Aman was walking down the road when
a flying saucer came up and hovered directly over him. He ran and
got in the ditchos and it followed him down the road coming very close.
Finally he come to & farm house and ran up to it and was let in and
they called the police. In a short time a police car arrived and they
went out in the farmers barn yard to look around and in a few minutes
the Saucer rose up from bohind a bunch of trees and come directly
towards them going very closo overhoad. This must have been a hair
raising experience for those involved and it was certianly a very
close up sighting of & flying saucer.
Then there is the case of the man who saw a saucer setting on
the ground and started walking up to it. HO woke up lying on the
ground to find he had been knocked unconsious by some unknown force
and the saucer was gone. Another man who SAW a flying saucer sitting
on the ground in a fiold was afraid to go up to it but went back to
where it had boon sitting the next day and found prints in the dirt
where it had boon setting.
HULLICINATIONS AND FLYING SAUCERS
personally I can't see any conection between hullicination's and
flying saucers. several people have seen the same saucers at the same
time on many ocasions. I have read of many cases where one person saw
a flying saucer and called one or more other persons to look at it and
they saw it also. Outside the flying saucer field I'm sure there
isn't a case on record where someone imagined he saw something and
someone elso also saw the same thing. Even the alcoholic's never have
came up with saucers in thoir boots or overhead oither. Many police
officers have seen these strange flying objects, and some have chased
them in their patrol cars. A saucer came so close to one officer he
was about to shoot at it, but decided that he better not. If a person
is interested in trying to determino what flying saucers might be it
would be a good idea to disregard the hullicination theory altogether.
There is nothing to indicate that hullicinations or mans imagination
play's any important role in saucer sighting's. Everything to ind-
icate that they play no role at all worthy of mention.
CAN FLYING SAUCER PICTURES BE FAKED?
The answer of course is yes. They have been facked by throwing
up hub caps and taking their picture and also in other ways. However
this does not mean there are no real pictures of flying saucers. con-
sidering the large number of people who have seen flying saucers it is
only reasonable to believe that a few of them had cameras available
and snapped a picture. Fake saucer pictures like counterfied money
doosn't mean there isn't any of the real thing.
SHOULD A PERSON BELIEVE THAT FLYING SAUCERS ARE SOLID MATERIAL

AIR OR SPACECRAFT PIOLETED BY INTELLIGENT BEINGS?
The answer is yes, unless you are going to throw out the eye
witness testimony of hundreds of people the world over. Those include
airline piolets, poleceman, house wives, farmers, etc. Maney of these
people have been close enough to saucers to tell for certain what they
were. Remember before you throw out this testimony that the courts of
this country will hang a man on the testimony of one single eye wit-
ness. All have described those saucers as being different from any
aircraft flown in this world and as being solid material objects which
seemed to be pioleted by inte lligent beings.
WHERE DO FLYING SAUCERS COME FROM?
Since their descriptions do not fit anything in this world and
since their actions and sightings over such a large geographical area
as the whole earth rules out tho possibility of them boing some nations
secret craft then they must come from somewhere else. some where else
of course means from one or more worlds in outer space. Many different
styles or shapes of unidentifiable flying objects have been sighted in
resent years but the one most comonly seen is the flying saucers. It
is very likely many of these craft are for the purpose of scouting
around over this world and are actually brought here from a world or
worlds unknown by large mother craft. The wide varity of shapes in
these craft suggest the possibility that they might como from two or
more different worlds, or from two or more nations on the same world.
ARE FLYING SAUCERS SECRET WEAPONS OF SOME NATION ON EARTH?
Some people have asked this question but thore is no roason to
believe that they are. N° nations leaders in their right mind would
allow a secret aircraft to be used to chase people on foot and in cars
or to hover or land near anyplace where people might be. To ro the
actions of these saucers rules out completely any possibility that they
might be secret aircraft. of any nation on earth. Whoever is pioliting
these saucers certainly doesn't make any effort to keep ther. from being
seen. They also display a lot of curiosity, hover and land in places
that anyone native to this world wouldn't be interested in.
IS THERE LIFE ON THE MOON?
There is not likely to be any native life there. The noon was
created to light the earth by night and probably for some other reasons
such as weather controll also. I wouldent expect anY life to have been
put there. However beings from some other world may have in the past
or may at the present time bee using iT as & space airport or base
just as the astronouts from this world plan to do.
COULD BEINGS FROM OUTER SPACE VISIT THE EARTH?
The space race here on earth will ans. that question for you.
space vehicles with human life abord are expected to land on the moon
by or before I970 and to visit the other planets in our solor system
within the next ten to twenty years. yet prosent space ships even
those on the drawing bord's are what you would call model T'S. The
future should bring dramatic increases both in the size of space ships

and the speed at which they travel with equal increases in their depend
--ability and comfort just as the speed, size, comfort and range of
airplanes has increased and make long distance space travel possible.
After the wright bros. had rade their first few flights if
someone had said that giant passenger planes would be hopping the oceans
at speeds up towards two thousand miles per hour in 8 few decades
people might have thought the person was nuts. yet these large super-
fast planes are being built right now according to news reports and
other large planes not so slow themselves are crosing the oceans on
secdule twenty four hours & day. If space ships follow the pattern of
other inventions they are bound to develope in the manner metioned
above and may become capable of visiting the closer stars.
Take clothing for instance, which started out as fig leaves laced
together by hand. NOW you have modern textile factories that turn out
cloth of all kinds, colors, patterns and weights so fast it would just
about make your head swim to watch them. And also high speed machines
to sew it together into clothing Etc.
The modern tractor and automobile started out as a moter powered
buggy. many tractors being manufactured now have power brakes, power
stering, automatic transmission and a soat that takes all the bumps
out of the ride. Air conditioned cabes are available with radio and
heater if you want them. Makes corn plowing almost as comfortable as
sitting in the living room.
TAKE radio for instance. It started out not too many years ago as
just an idea in 3 man's mind. Today you have the modern television
that brings you static free sound and the picture as well even in
color if you'll pay the price. when the present system of space
stationed communication satilites is completed programs sent out by a
single station can be picked up by any television set on earth.

I could go on like this for days but I don't think it is necess-
ary in order to illustrate the way in which things normally progress.
IF the nations continue to want to travel in space and are willing to
spend the necessary money to accomplish it space ships are almost
certain to progress in a maner similar to that of the airoplane.
LIFE ON OTHER WORLDS. IS IT THERE?
This question has puzzeled man ever since he realized that other
planets similar to earth might exist in outer space. There is no
direct answer to this question but the Bible gives some indications as
to what one might expect to find out there. Man is comanded to be
fruitful and to multiply. In the parable of the talents man is expec-
ted to put whatever he possesses to use in order to bring forth an
increase. In the parable of the fig tree the tree is condemed for it's
failure to produce fruit. since Gods greatest talent, I think most
people will agree, is the ability to create life; it is impossible for
me to believe God allowed this ability to lay idle through an endless
eternity before earth man was created about six thousand years ago and
allowed an endless space to lay void of life all this time. Since the
evidence of an unlimited number of suns which could support solar sys-
tems exactly like 01 similar to our own is there TO see 1.0 is only
reasonable to believe that the space around us 1s filled with intellig-
ent beings similar to ourselves. It 20 easily possible that other
intelligent life will be found in OUR OWN solaz system I understand
the Bible says there 1s nothing now under who SUL when if there is n
nothing new under the sun how did. all these things which man has pro-
duced come into beiNg before modern man came along. Did God build all
these earthly things first and after he got tired of tinkering around

similar to our own populated by beings similar to us who made every
thing it is possivle to make before this world and modern man was
created. TO ne the existance of other intelligent life in outer space
is something to be expected and I would think it mighty strange if it

Finally I brought my family to Washington, D.C. to place all this infor-
mation at the service of the United States Government. But they couldn't
seem to grasp what on earth it was I was doing, or had. One evening, with
the kids (I had my son with me then too) the Intelligence came to me stronger
than ever. It told me to give a man I knew in the CIA a message that it
would do something at the North/South Pole which would change the electro-
magnetic field there, and would make the newspapers. They said that when this
happened it would be absolute proof of my contact with these then unknown
intelligences. Weeks passed and nothing Happened. Five months passed. then
there it was. The South Pole UFO that parked over the 2 scientific expeditions
(making sure it was photographed) altered the electromagnetic equipment at
the bases involved. This was of course widely reproted on in the newspapers.
After this I knew what my contacts were -- UFOS. Shortly after that
happened, I received a different sort of intelligence from them, again while
seated at the dining table with my two children. I will type it here exactly
as it was given to me.
INTELLIGENCE FROM AFAR COMMUNICATE
First a triangle and rectangle popped into my mind, then the Ietters 1.
B and C. I realized that had never happened before and
that

UFOs
must
be contacting me so I shushed the kids, grabbed a pencil and paper, and
began making notes. The following is what came through at 10 P.M. on Feb. 6th,
1965:
"Can't come. Later We 'll go find them and blot out. (Here they were talking
about some satellites the Government had sent up which the kids and I had been
talking about just before the interruption).
"When can we meet? We know you. We are friends. Tonight is late, for us.
Power low. Keep open mind. We will be back with you. Your needs will be met. A
study is being made of how to bring this about. Why are your people crazy?
Your earth is disorganized. We would like to help organize it. We did once
before, long ago in your time. People wore robes, as you call them, as you
call them, then, and wore beards. Hair on their faces.
Question: Can you give me an instrument, like a pencil that would do some-
thing unusual, that I could use to convince our government of your reality?"
Answer by Saucer Intelligences: "You could not use what you call a 'pencil'
but it is a good idea and we will send you a tool for the purpose. You will
know, repeat, know you have talked with us tonight. We will arrange next few
days to be seen, by your people, and by that method you will know we are
making a signal for you. Count the number of different places we are seen and
this will be the number of days before we are able to contact you again. A
magnetic condition makes it hard for us to get through to you at all times.
You have a question?"
Question: Yes, I need money, say $5,000 to buy a car and go across country
to meet you. This is money (holding up a bill I had in my pocket).
Answer by Saucer Intelligences: "Yes, we know money. But do not use it.
(They converse among themselves) Can you use diamonds?
I immediately answered that these could be used to obtain the needed cash.
They replied that where they came from they had lots of diamonds.
My suggestion was that they fly over me and drop the diamonds. Their reply
was as follows:
"We will think of it. If we do we will include the tool you need to prove
to your people there must be no people-war on earth with atomic weapons."
To which I responded that I have tried but to no use. Their answer was a
fitting: "Yes, we did not think. Goodbye now, friend."
So concluded their contact of Feb. 6th,1966. One month, to the very
day, they again saw fit to communicate with me this time with the following
trade of words:
Saucer Intelligences: "We have a plan. Please turn that machine off.
(The kids and I were listening to the radio. I switched it off.) Can't get
through tonight very good
very well. Do you have a car machine?"
Answer: Yes, but it will not work. It's broken. That's why I need money.
Saucer Intelligences: "We are going to take care of that money. Do
not worry about it. You will be richer than anyone in your country before
long (Note: This is one of the things that has NOT come to pass. In fact if
anything I have been very much without money since that time.) We want to
see you, talk to you. Can wecome down?"
Answer: Yes, in my back yard. I'll let you in.
Saucer Intelligences: "Will you be alone?"
Answer: Yes I'll have my family stay upstairs.
Saucer Intelligence: "No harm will come to us?"
Answer: No. Absolutely not. Lower your flying machine near by back door
and step onto my back porch. Knock loudly on the door. I'll let you in and
we can communicate. I am very pleased and anxious to meet you.
Saucer Intelligences: "Yes. We have what you need to convince your crazy
people

Several hours later they contacted me again, that same evening. This
time their message was:
Saucer Intelligence: "Do not go away, far

Your people will try to kill
you. We need you alive. Listen carefully
there are others like us,
against us, who could cause you harm. Be careful of your life. Of your
shell. It has taken us ages, in your time, to find a shell (means a
human body) like you who can communicate with us. We do not want to lose
you. But remember that you are, every moment, in great danger from "them"
who use shellbodies. They look like and seem like real people, but they
are not.
Question: Can you end the war in Viet Nam and help my country, the
United States, to become healthy and great again? (By "great" I didn't
mean money and power but doing away with murders, gang wars, teen age
vidance, wholesale corruption in high and low places
a return to great
moral values this country once had.)
Saucer Intelligence:" We can and we will. But you must not go
there (Viet Nam) Instead go to Hong Kong or Japan as a tourist. Go by
freighter ship. We can contact you on the ship. We will defeat your
enemies for you in Viet Nam and bring peace. We will help your country.
But your country must help you for you are our instrument. Does not your
people approach certain fish to communicate with fish? (They flashed a
picture of people training dolphins.) We do likewise. We go now to try
to approach you. Be ready for us. " I immediately told them I would be.
B ut they never came, and I was most disappointed. However, from the
happenings at the South Pole I knew that it was not imagination. Our
money got short
and Lornie and Rick, my two teenagers, went off to
California at the invitation of my ex-wife, who offered to see that they
got into college. This was against my wishes but the kids wanted to go,
so I let them. And we moved to Philadelphia. Then things began to happen
fast.

people, including radio commentators, scientists and assuredly the U.S.

MY TRIP TO WASHINGTON
I went to Washington, D.C. in 1965 where I had come all the way from
California to present a gift they could not buy with all the gold in the
United States Mint. Now, I had been writing the government for almost a
year, and they KNEW I had something tremendous because so many of the major
events I had predicted in advance had come to pass.
I spent hours with George Clark of the Central Intelligence Agency.
My two children, Lornie and Rick, were with me there to attest to many of
the unbelievable things that had occurred. Mr Clark was a fine and
intelligent man and paid the closest attention. Another time at the CIA
office I was interviewed by a Mr. Dunn.
At NASA I spent hours with Mr. Eastwood, of Inventions, because much of
the proof the Saucer Intelligence have been giving me involved NASA.
But they refused to take action or act on what I had told them. I was
offering to them to place these tremendous powers in the hands of the U.S.
Government.
So meeting my defeat in Washington I headed for Philadelphia. Here the
Saucer Intelligence gave me a plan - which I mentioned just before - of
making it storm. The Philadelphia Bulletin printed the story and after that
I. appeared on the Jack McKinney "Night Talk" radio show heard on WCAU. For
four hours I was grilled by Mr. McKinney and his assistant, who attempted to
find a major flaw in my work. They couldn't® They even called one of
several witnesses to my predictions and had him verify what I was saying
right on the program.
Several days later I was asked to appear on the Ed Harvey "Talk of
Philadelphia" radio show, again on WCAU and was asked to make it storm
then, just three days away. The weather was quite clear when they called and
asked. I said I would try, and signalled the Saucer Intelligence and the
day I appeared on the show Philadelphia was nearly ripped apart by a thunder,
rain and lightning attack!

Meanwhile the Saucer Intelligence had given me another assignment.
They had found a way to get through to me, and they wanted to get through
to other humans So they told me to put an advertisement in FATE MAGAZINE
rea their existance and people answering the ad would be made a ring by
myself. When I sent the ring to this particular person, they would trace
it and perhaps contact them. I, who had never made anything in my life,
found myself making complicated rings in a ceramic oven!
I wasn't taught how to do this
I
just suddenly knew how, instantly.
As far as I know no other rings have been made like this, in this way,
with these materials. And it is interesting that the Saucer Intelligence
had me put a certain design on the rings. Just recently, long after I
began sending rings out, a UFO was observed by police officers to rise out
of some woods, and the officers found a car on that spot, loaded with
radio equipment, and WITH MY SAME DESIGN PAINTED ON THE DOOR OF THAT CAR!
The only deviation was that my ring design had a UFO with lightning
beneath it and the car door was painted with a triangle with the
lightning inside it. Since I have been selling these rings one lady in
Connecticut, a doctor, has had just recently UFOs appearing in her
area so evidently the Saucer Intelligence are following up with whatever
they are doing.
WHAT THE SAUCER INTELLIGENCE WANT
Now let's get down to business. What is this all about? Here is
exactly what the Saucer Intelligence (si's for short) want
what I told
the U.S. Government long ago what I told Jack McKinney on his radio show.
They are trying to put the world in balance by cancelling out wars,
hate. killing, upset weather conditions, drought, famine, etc. THEY CAN
DO ALL THESE THINGS EASILY! But first they want a base to work from,
and they chose the United States. The hitch is they will not allow
themselves or their apparatus to fall into the hands of humans, who are
al ready destroying each other fast enough. They do not trust government
officials, scientists, or military men. Unfortunately, since these are
about the only three categories that are listened to or who have any
"standing" the Saucer Intelligence have a problem on their hands. They
absolutely must meet with the President and top leaders, but there is only
one way this can be arranged, according to the Si's. This is the plan
they sent me with to the Government
The U.S. would send me to Europe with one Special Forces man, who
would be a bodyguard and witness. I would be guided by the Si's to select
an old deserted castle in an isolated location. I would live there for
one year. Sometime during that time the Saucer Intelligence would appear
to me for a face to face meeting and arrange a way to meet with the
President. They would give me materials as proof. And the Special
Forces man would be right with me as a witness. Why the year? It would
be difficult for agents of the United States (or some other power) to
keep a trap set for one year and attempt to snare a craft.
But when I talked to the "powers that be" in Washington they would
not consider this. So the Saucer Intelligence have tried an alternate
plan. Theydon'thave money, have no use for it, therefor can't furnish me
with it. They want me to find a comfortable house in an isolated or
semi isolated location and live there for a year
during which time they
definitely will appear to me: But money is the key. Money to purchase a
ear, the secure the house, to buy food and necessities for a year
where to get this from? I have done some figuring, and it would take
about $5,000 to do what "they" want, in their way and time period.
TIME NO MORE
The Saucer Intelligence warn that time is growing short. That
only they can stop our inexorable approach to a nuclear war with the
resulting deaths of countless humans and the certainty of the United
States of being destroyed forever.
According to them we probably have only a year or two at maximum,
to avoid being destroyed. No time for years of "UFO investigation" by
teams of scientists who can only get. there after the UFOs are gone and
perhaps discover, if they are lucky, that there really was a UFO there.
I have the immediate answer, not only for our government but for
the entire world. But no takers it seems. It is utterly laughable.

PROOF OF CONTACTS
Now let me show you some proof of what I have been saying. For
afterall I wouldn't want you to accept anything just because you've read
it here. You can check into the following for yourself and know that what
I have said in the proceeding pages has been absolutely true. Based upon
actual contact with pilots of Flying Saucers.
On March 9th, 1965, I wrote to George Clark, CIA, and others as
follows:
"Nature** has told me to inform you that TO PROVE IT IS USING
ME AS ITS REPRESENTATIVE, it will do something without my using
PK, or knowing any of its workings. Nature will, in the near cuture.

believe it will use extreme heat to affect those two places and
change the magnetic condition of the poles. Nature added that you

** Note: At this time I thought Nature itself was in contact
with me, not knowing it had anything to do with flying saucers.
On July 8th, 1965, approximately four months later, the newspapers
were filled with the account of a UFO which parked in the air over two
scientific expeditions at the South Pole

and IT CHANGED THE ELECTROMAGNETIC APPARATUS AT THE SCIENTIFIC BASES THERE.
Also note that during my stay in Washington, D.C., while I was
taking my message from the Si's to the Government there was a tremendous
appearance of UFO's in the Washington, D.C. and surrounding areas.
On July 21, 1965, I wrote to my government agencies and scientific
contacts the following:
"The Si's state that they will began an attack campaign on the
United States with lightning. Lightning attacks everywhere. There will
be an unusual abundance of lightning bolts striking everywhere, every-
thing soon. Also my friends say that they will appear over one of our
major U.S. cities soon, in one of their flying machines. They won't name
the city, for security reasons -- THEIRS. It
On July 31, 1965, the newspapers reported UFO reports flooding not only
this equntry, but the world. More numerous sightings since 1957.
On August 4 thousands of persons watched UFO's over Oklahoma City,
aeross the Nation's midlands, and Southwest. The article stated it was
the fourth consecutive day of UFO sightings.
As for my lightning prediction here is the list of freak events which
the Si's claim they caused:
July 30 three U.S. Marines in Viet Nam were hit with a bolt of
lightning.
August 9 two golfers in LouisvilleGA. were hit by bolts of lightning.
August 17, a bolt of lightning hit a stockpile of dynamite in
Auburn, California, killing three men.
August 19, Albert Regeis of White Haven, Pa., was hit by a
bolt of lightning on the beach.
August 19, a Boy Scout was hit by a bolt of lightning in
Stokes State Forest, Branchville, New Jersey.
August 19, "Old Solo", one of the oldest and largest living
things on the face of the earth, a giant redwood tree in Porterville, Cal.
was
struck by lightning in such a way the fire could not be put out.
But perhaps the most amazing freak lightning event happened on August
4th at Cape Kennedy. One man was killed and five injured when a bold of
lightning struck a rocket pad then under construction.
So you see, when the Saucer Intelligence demonstrate, they demonstrate.
And they call their shot beforehand to humans, using a human - me.
Need more proof? On August 6th, 1965, I wrote to the usual contacts
as follows:
"Now
I will let you in on something. Am calling fleets of UFOs
here.

from everywhere. Trouble is I do not know
what they can do to proveto these people here that I'm for real
but I will
think of something. Believe they are here already because I sent for them
this afternoon. With all that power, whatever kind it is that they have
and it seems to be miraculous, judging from what they've accomplished this

past year, they should do something startling. Am trying to convey the idea
to them of coming right over the city and hovering. They give me the idea
back that we might have some kind of RAYS LIKE THEY HAVE, or whatever it
is they have, and hurt them or something. So that they are reticent to do
this. So I am trying to tell them we haven't any such thing, and it's safe.
I want to bring one down right over Market Street and have it hover there
for 20 minutes. What else they!ll do on their own is anybody's guess. "
January 12, some 5 months later (evidently they waited so the govern-
ment wouldn't set a trap) they appeared at the Wanaque Reservoir, near
here, and were watched by police, the Mayor, the Cival Defense Director,
and countless people, as they stayed ALL NIGHT in the area, maneuvering
with their craft AND THEY SHOWED THEIR RAY! They shined it down onto
the ice and the police and others who went to the spot found a large hole
burned through the thick ice.
On April 19th, 1966 I wrote my contacts:
"When you read about the UFO seen in Philadelphia, in the days
or weeks ahead
you will know who it is linking up with. "
Only six days later, the famous "Fireball" flashed over the East
Coast
and over Philadelphia. Newsclippings have read "flaming Meteor
Seen over Philadelphia" and it was written up in national magazines and
debated upon whether it was a UFO or an actual meteor.
WHY THEY CONTACTED ME
As I have gotten it from "them" rather spottily they had worked with me
since early childhood, attempting to get through to me. As I grew up, they
kept trying. I worked for Dr. Rhine at Duke in the ESP experimentation there
and was found to be loaded with paranormal ability by the lab there. But the
S1's still hadn't gotten through to me. Itseems to have been a combination
of the close approach of their UFO to our car in Fort Worth, and then my
work in the field of hypnosis in Forth Worth, and then my work in allied
fields, that finally made it possible for them to get through to me. finally.
I might add at this point that years ago I did quite a bit of
wondering by myself over desert and mountain even across Mexican desert
where I am sure they must have contacted me. I recall now several
instances when I was alone on a mountain top, or on a desert under the
stars wrapped in a blanket
when various "odd" things occurred.
ODD EXPERIENCES
You may be interested to know my wife and I have had a small circle
of spinning vivid-colored light (many colors) in our apartment in Philadel-
phia. We woke up one night and there it was suspended overhead in our
room. We were NOT dreaming
we watched it, fascinated, until it went
away. Then she and I saw some strange things, separately, in our apartment.
And just a few Monday's ago she went out onto the fire escape outside our
windows for a breath of fresh air and something alive, about two feet long
or high, dropped down from nowhere onto the fire escape not more than three
feet from her and just crouched there. She dashed inside, scared to
death. She saw it fall
heard the thump as it landed
and
watched
it
for
a split. second as it crouched there, moving only slightly
then ran for
dear life.
Also we have gotten what looks like long insect-like antennae on
our TV screen many times
different programs, so it has nothing to do
with the film. These twitching antennae move with life-like movements.
Also some other odd things have appeared on there, too. We are fairly
certain this must be another way for the Saucer Intelligence to let us
both know they are watching over us.

We are very happy that we are able to reach the ears of human beings
after trying for long long spaces of time. This human who is talking for
us, we have been teaching for year in your time, and now he knows much
and will know much more. He can do much. You must listen to him carefully,
and protect him, for if you lose him you lose your link with us, and it is
not known for how long it may be until we find another human who can receive
our thoughts, and send intelligence back. It would be as if you were try-
ing to teach you earth animals how to talk, and suddenly you found one
who could actually converse with you
and through this one animal you had
an opportunity to discover the secrets of the animal kingdom. Through us
you have the opportunity to discover the secrets of space, of far away
places, of advanced technology, but better still you have the opportunity
of surviving, for as a race you are utterly doomed now, as you are flying
(this is their exact words) Many civilizations before you have so doomed
themselves, and destroyed themselves, and we were helpless to give them
assistance and advice and powerful aid. Now for the first time in long
space ages we are able, through a human's senses, to come to the aid of a
good civilization and help it to survive. But we can only do so if you
listen and pay attention.
We are causing severe drought, with our machines in your skies, so
that WO can teach you a basic lesson which is that our intelligence is
far superior to that of earth intelligence. We can control earth people
because wescan control what you call weather. When, and not before, our
earth human has been accepted by your government, and put to good use,
then and only then will we release the drought conditions, and let rain-
fall come in abundance down onto your thirsty earth. We will also add
pestilance and sickness and what you. call accidents; we will follow the
structure of events which we used in the day of the human you know
as Moses, as he strove against the ruler of the great country called
Egypt. As we helped Moses in that day, so shall we help the human friend

to think that of course we make the rain for him, but what is the
difference? So that you people' of the earth will believe this message

blood such as you. Our composition is that of your grasshopper, so that
our bodies will compress and expand with spacework. We have no blood,
but different chemicals inside ourselves. We are small, but have the
ability to reverse our body electricily at will, and this gives us strength
to move and to carry great burdens; makes us very strong. Language diff-
iculty makes it difficult for us to send a stream of highly technical in-
formation through our human-friend's mind fortranslation, since he is not
a scientist, and must therefor translate as he understands. But for a
beginning it is good.
And may we ask you please be careful not to pursue our crafts in your
curiosity not to attack us with your weapons, simply because we are
not like yourselves. When our human-friend is in an area, please do not
have planes overhead, because you do not know it but we.will have our
craft there as well we have methods that make our ship so that your

all who are not inimical to the nation, it's interest and growth and the good
of the civilization.
2. Establish a National Source for FREE FLOW of Information to the Public.
3. Establish a National Board of Inquiry for Collation of ALL SPACE MATERIAL.
4. Establish a NEW CABINET POST to deal with SPACE MATTERS and Space Visitation.
5. Gear the National Effort toward success in these matters by cooperation of Offic-
ialdom and the Public on all matters dealing with Space.
6. Establish Engineering Circles, College and Public Schools Cooperation, Student
Councils and Study Groups to develop a nationwide two-way Space Effort. Know-

Dear Sirs:
To the best of my knowledge, the term UFO (Unidentified Flying Objects) never
has figured in the pages of Science (many might say "disfigured" the pages of Science
Yet, some 20 years after the first public furor over UFO's (called"Flying Saucers"
then), reports of UFO's continue to accumulate at a rate much greater than in the
early days of the "craze". Just of late there has been a spate of books and articles
on the subject and public interest is again rising. The newspaper and TV coverage
of the recent Michigan "swamp gas" cases was widespread (and the cause of no little
discomfiture to me--I have been told that the press conference was the largest in
the history of the Detroit Press Club). This is a disturbing phenomen to many,
formal science has taken no note whatever of it.

consultant. In doing so I feel somewhat like a traveler to exotic. lands and far
away places who discharges his obligation to those who stayed at home by tellin,
them of the strange ways of the natives. To carry the analogy a bit farther, it
has come to my attention rather forcibly through correspondence and personal
contact, that many of my colleagues in various fields are more than just a litt
interested in the "natives", although they might well disclaim this interest if

challenged. I certainly would not have expressed openly any such interest had Id
not been asked to do so officially many years ago, first under "Project Sign" and
later under "Project Blue Book".
During my long period of association with the reports of strange things in the
sky, I expected that each lull in the receipt of reports signalled the end of the
episode, only to see the activity renew; in just the past two years it has risen
to a new high. Each wave of sightings adds to the accumulation of both the misiden-
tifications of otherwise familiar things (still the great majority) and to the
reports which, by present methods of attack, defy analysis. All this has increased
my own concern and sense of personal responsibility, and motivated me to urge the
initiation of a meaningful scientific investigation of the UFO phenomenon by phys-
ical and social scientists. I had guardedly raised this suggestion in the past
(JOSA, 43, 311, 1953) and at various official hearings, but with little success.
UFO was a term that called forth buffoonery and caustic banter; hence no scientist
would look at it. It remained a topic for buffoonery and caustic banter precise-
ly because scientists paid no attention to the raw data--the reports themselves.
A powerful reason why scientists have not taken a serious look at the data
over the past several years is the prevalence of many misconceptions about the nat-
ure of UFO reports and of the people who make them. I speak here only of the puz-
zling reports; there is little point to concern ourselves with reports that can be
easily traced to balloons satellites, meteors, etc. Neither is there any point to
take account of vague, oral or written, reports which contain few information bits.
We need only be concerned with "hard data", defined here as reports made by several
responsible witnesses, of sightings which lasted a reasonable length of time, and
which were reported in a coherent manner.

I have, especially of late, strongly urged the Air Force, in my capacity as
scientific consultant, to seek the aid of physical and social scientists of stature
in making respectable, scholarly study of the UFO phenomenon. It is my considered
opinion that selected UFO reports deserve at least as much attention as a Brink's
robbery, a kidnapping, a counterfeiting ring, or a narcotics case. An investigat-
ive process in depth, with follow-through, is necessary here if, after 20 years
ofconfusion, we want some answers.
Now that the first firm steps have been taken toward such a study, I believe
I can be of some service to my colleagues in various fields by setting forth some-
thing of what I have learned during my "travels", particularly as it relates to
frequently made statements about UFO's which may lead to misconceptions they may
unwittingly subscribe to. Some of these statements are:
(1) Only UFO "buffs" report UFO's: The exact opposite is much nearer the truth.
Only a negligible handful of reports submitted to the Air Force, or to any other
organization so far as I know, are from the "true believers", the same who attend>
UFO conventions and who are members of the "gee-whiz" groups. These people, close-
ly akin to cultists, are so certain in their own minds that the earth is being
patrolled by outside, higher, and always benign intelligences (who give repeated

warnings to homo sapiens--often delivered by mental telepathy--to ban the bomb and
in general, to behave) that they have no need for evidence. Why gather data? Whoo FORD
needs evidence? It has been my experience that quite generally the truly puzzling
reports come from people who have not given much or any thought to UFO's, generally
considering them "bunk" until shaken by their own experience.
(2) UFO's are reported by unreliable, unstable, and uneducated people:
This is, of course, true. But UFO's are reported in even greater numbers by reliable;
stable, and educated people. The better, more articulate and coherent reports
predicate a fairly high threshold of intelligence; dullards rarely overcome the
inertia inherent in getting down to making a written report.
(3) UFO's are never reported by scientifically trained people:

This is unequivally false. Some of the very best, most coherent reports have come
from scientifically trained people. It is true, however thatscientists are among
the most reluctant to make a report, and to have it made public. I have been the
recipient of several such reports where the witnesses felt they should report, from
a sense of duty, but did not wish to submit a public report. Reports from the
scientifically trained are usually accompanied by disclaimers to the effect that
they "don't believe in flying saucers" but that nonetheless they have seen some-
thing which they cannot decipher. The letters or reports sent to me generally end
on a note of plaintive wonderment; they sincerely wish to know what it was they saw.
Anonymity is generally requested; the request is honored.
(4) UFO's never are seen clearly or at close range, but are seen under condit-
ions of great uncertainty and always reported vaguely:
By definition, when we speak of the body of puzzling reports that have accumulated
through the years we exclude all thosewhich the above description fits. By this def-
inition, puzzling" report is one which leaves only two alternatives: the witness
is psychotic or a congenital liar, or the witness clearly saw something that we,
at least, cannot readily explain. Good physical explanations may exist --indeed,
must exist, in a rational world--and this is precisely the reason I called for
scientific attention to the UFO phenomenon. It is such reports, and only such
reports, that I have felt deserved the attention of physical and social scientists
of stature with a respectable and scholarly study. I have in my files several
hundred reports which are real brain teasers and could easily be made the subject
of profitable discussion among physical and social scientists alike.
(5) The Air Force has no evidence that UFO's are extraterrestrial or represent
advanced technology of any kind: this is a true statement, and an honest one, but
which is widely interpreted to mean that there is evidence against the two hypo-
theses. The unidentified cases remain unidentifiedand hence cannot be used in

answering this question. The misinterpretations of conventional objects, letcly do
not enter here. As long as there are "unidentifieds" the question must obviously
remain open. If we knew what they were, they would no longer be UFO's--they would
be IFO's, Identified Flying Objects! And then, of course, there would be no point
to this letter. If you know the answer beforehand, it isn't research.
No truly scientific investigation of the UFO phenomenon ever has been under-
taken, despite the great volume of "hard data". May we not indeed be making the
same mistake the French Academy of Sciences made when they dismissed, out of hand,
stories of "stones that fell from the sky". (How gullible can people get-- a stone
falling from the sky, indeed!) Finally, however, meteorites were made respectable
in the eyes of science.
(6) UFO reports are generated by publicity: Positive feedback is undoubtedly
at work when sightings are widely publicized. We shall always have the "me too"
contingent with us. On the other hand, some of the sightings that are reported
at times of high publicity come from reliable people who request anonymity, and who
state that if they had not heard of reports from other ostensibly reliable persons,
they would never have mentioned their own experience for fear of ridicule. One
cannot deny that there is stimulated emission of UFO reports but it is unwarranted
to assert that this is the sole cause of high incidence of UFO reports.
(7) UFO's have never been sighted on radar or photographed by meteor or satel-
lite tracking cameras: This statement is not equivalent to saying that radars,
meteor cameras, and satellite tracking stations have not picked up "oddities" on
their scopes or films that have remained unidentified. It has been lightly assum-
ed that although unidentified, the oddities were not unidentifiable as conventional
objects. One should consider, however, the existence of such odd photographs as
those of a "retrograde satellite", taken in 1958, and the puzzling reports from
several Moonwatch teams during the IGY. I have seen photographs taken with the

Baker-Nunn tracking cameras that contained unexplained "satellite" trails; at that
time optical satellite tracking was my responsibility but there was little that
could be done about these oddities. Very possibly they were trails of balloons or
unusual aircraft, but they never have been positively identified.
Thus the UFO situation rests. My concern stems not from hearing a few reports
selected for their sensational aspects, but from noting a pattern emerge after many
years of "monitoring" the phenomenon. This pattern suggests that "something is
going on". What pattern? The "hard data" cases contain frequent allusions to re-
current kinematic, geometric, and luminescent characteristics. The combination of
"hovering", "wobbling" and "rapid take-off" is an example of the first; the oval
shapes in both the "large" and "small" varieties, are an example of the second; and
the flashing lights and ofttimes brilliant lights whose glare is uncomfortable, are
an example of the third.
I cannot dismiss the UFO phenomenon with a shrug. I have begun to feel that
there is a tendency in 20th Century science to forget that there will be a 21st Cen-
tury science, and indeed, a 30th Century science, from which vantage points our
knowledge of the universe may appear quite different than it does to us. We suffer,
perhaps, from temporal provincialism, a form of arrogance that has always irritated
posterity.
