OMB recommends approval and provides you with additional background information in its enrolled bill report. (Tab A) Bill Timmons and Phil Areeda both recommend approval. Gray (D) Illinois Last Day for Action December 23, 1974 - Monday Purpose Provides former Speakers of the House of Representatives with staff assistance, office space, supplies, and equipment. Agency Recommendations Office of Management and Budget Approval General Services Administration No objection Discussion H. Res. 1238 of the 91st Congress provided House Speaker John McCormack with office space, staff assistance, office supplies, and equipment for a period of two years from the time he retired as Speaker at the end of the 91st Congress. The provisions of H. Res. 1238 were made permanent for Mr. McCormack as part of the Supplemental Appropriations bill for 1971 (P.L. 91-665). H.R. 17026 would extend the provisions of H. Res. 1238 to all former Speakers of the House of Representatives. It would provide former Speakers with up to two staff aides, office space, stamps, stationery, telephone, and related office equip- ment. These provisions would be available for as long as each former Speaker determined that they were necessary to help in the handling of mail and the conclusion of business related to his tenure as Speaker. 1005 of LIBRARY SEAL 2 The staff and supplies would not be available for any period during which the former Speaker held an elective or appointed office or position with either the Federal or the District of Columbia Government for which more than a nominal salary is received or for a former Speaker who was expelled from the House. The House and Senate Public Works Committees estimate the costs of this bill to be $16,250 for fiscal year 1975, and $32,500 for fiscal years 1976 to 1980.
