Attached for your consideration is H.J. Res. 811, sponsored
by Representative Mahon, which provides a total of
$33,000,000 to complete the James Madison Memorial
Building to be used by the Library of Congress.
While this supplemental appropriation will not affect
1976, transition quarter or 1977 outlays, it will
increase estimated 1978 outlays by $20 million, 1979
outlays by $10 million and 1980 outlays by $3 million.
The resolution also contains an admistrative provision
which upgrades the title and salary of the Senate's
Deputy Sergeant of Arms and Doorkeeper but involves
no increased appropriations.
Additional information is provided in OMB's enrolled
bill report at Tab A.

Discussion
Construction of the James Madison Memorial Building began
in February, 1971, with a limit of $90 million established
for the total cost of the project. Because of numerous

delays throughout the history of the project--the most
recent due to debate over the possible use of portions
of the building as additional office space for the House
of Representatives--estimates of the total cost of the
project have risen to $123 million.
Previous appropriations made $90 million available for
the building's construction. This enrolled resolution
provides the additional $33 million required for the
project's final construction phase: interior finishing
and related work.
While this supplemental appropriation will not affect

Recommendation

The Committee on Appropriations, to which was referred House
Joint Resolution 811, making supplemental appropriations for the
Legislative Branch for the fiscal year ending June 30, 1976, and for
other purposes, report the same to the House without amendment and
with the recommendation that the joint resolution be passed.
SUMMARY OF THE RESOLUTION
A total of $33,000,000 in new budget (obligational) authority is
recommended in the resolution to complete construction of the Library
of Congress James Madison Memorial Building. The budget request
in this amount is contained in House Document Numbered 94
.

Clause 2(1) (4) of rule XI of the House of Representatives requires

includes $61,892,300 of the phase IV work included in the original
approved program. The remainder, $16,071,300, relates to other con-
struction work and related architectural and engineering fees not includ-
ed in the original approved program, as well as a contingency allowance
designed to meet problems that might occur over the projected three-

Making supplemental appropriations for the Legislative Branch for the fiscal
year ending June 30, 1976, and for other purposes.
Resolved by the Senate and House of Representatives of the United
States of America in Congress assembled, That the following sums are
appropriated, out of any money in the Treasury not otherwise appro-
priated, for the fiscal year ending June 30, 1976, and for other pur-
poses, namely:

ADMINISTRATIVE PROVISION
(a) The Sergeant at Arms and Doorkeeper may fix the compensa-
tion of the Procurement Officer, Auditor, and Deputy Sergeant at
Arms at not to exceed $39,909 per annum. This subsection does not
supersede (1) any provision of an order of the President pro tempore
of the Senate authorizing a higher rate of compensation, and (2) any
authority of the President pro tempore to adjust the rate of compen-
sation referred to in this subsection under section 4 of the Federal
Pay Comparability Act of 1970.
(b) Subsection (a) shall take effect on January 1, 1976, and, notwith-
standing any other provision of law, any increase in compensation
made under authority of such subsection may take effect on that date
or any date thereafter as prescribed by the Sergeant at Arms and
Doorkeeper at the time of making such increase.
(c) Effective on the date of the enactment of this resolution the title
of the Procurement Officer, Auditor, and Deputy Sergeant at Arms is
changed to Deputy Sergeant at Arms and Doorkeeper.
