Reference is made to your memo dated September fif-
teenth along with attachments, regarding the possible
participation of President Ford and/or Senator Dole
at the Puerto Rican Congress of New Jersey annual
convention October 23, 1976.
I have had a series of conversations regarding the
aforementioned matter with Reverend Alfonso Roman,
present Executive Director and Mr. Hector Rodriguez,
the former Executive Director.
Mr., Rodriguez had worked very closely with former
Governor Cahill of New Jersey during the Governor's
tenure. Mr. Rodgiguez indicates that there is a strong
possibility of the President being endorsed by the New
Jersey Puerto Rican Congress in the event President
Ford or Senator Dole were to appear on the October
twenty-third date.
I strongly endorse the participation of Senator Dole
at this convention because of its location and the fact
that neither Governor Carter or Senator Mondale have
appeared before a Puerto Rican group on the East coast.
On this date I had a conversation with Reverend Roman
indicating that on Wednesday, September twenty-ninth, he
was meeting with Carter representatives in order to as-
certain participation from the Democratic Party. Along
these same lines Reverend Roman has indicated that New
York State Senator Robert Garcia was also addressing a
group.
The site of the convention would attract Hispanics
(majority Puerto Ricans) from the Philadelphia, New
Jersey and New York area.

Again, I strongly support participation of Senator Dole
at this Convention.
