I ask the Congress to consider a proposed amendment to a
supplemental appropriation for the fiscal year 1975 in the amount
of $240,000 for the Department of Commerce.
The details of this proposal are set forth in the enclosed
letter from the Director of the Office of Management and Budget,
with whose comments and observations I concur.

to the request for fiscal year 1975 supplemental appropriations
transmitted in the budget for the fiscal year 1976 in the amount of

This request is necessary for staff support of the Industry
Advisory Committee program. The purpose of the program is to provide
detailed industry advice and recommendations regarding U.S. and foreign
trade barriers. The Trade Act of 1974 (P.L. 93-618) requires that this
information be used in the formation of the U.S. negotiating position
for the GATT negotiations.
I have carefully reviewed the proposal for appropriations contained
in this document and am satisfied that this request is necessary at
this time. I recommend, therefore, that this proposal be transmitted to
the Congress.
