Mr. Flanagan, Counsel of the Hoey Subcommittee, called me last Friday, July 21, 1950, to give me a progress report on the investigation SO far. He said that they had held a number of executive sessions, and that there had been no objection so far from the minority to the entire hearings being held in executive sessions. He also said that the Subcommittee was sending out a questionnaire to all principal agencies asking them a series of questions about what their procedures were for dealing with homo- sexual problems and how they operated.
