Memorandum of telephone conversation:
The Secretary telephoned Ambassador Wrong today
and said he wanted to talk frankly with him about the proposed
trip to Canada. The Secretary explained the difficulties
which had come up about going the latter part of October.
Ambassador Wrong said he understood this; that the
Canadians, of course, wanted the Secretary to come, but he
understood the Secretary's view that there should be some
good, ostensible reason for the trip and that it should not be
just a juncket. It was left that Ambassador Wrong would
report to the Prime Minister that the Secretary could not
come before the latter part of November at the earliest,
and he would suggest to the Prime Minister that the latter
send the Secretary an invitation for a certain date, which
the Secretary could consider in the light of his schedule.
