I have been thinking over our conversation about
U.S. SECONDAND
the transcript of our seminar. The basis on which
we held these seminars was that there would be only
one transcript which would be in my possession.
That was the understanding on which I invited my
colleagues to join me. I don't think it would
be right or wise to change the rules. For that
reason I think it would be best if we stayed with
the original understanding.

Our plan of procedure is for me to tell a portion
of the story as I recall it with interruptions for
correction and clarity. Then to have the participants
tell what happened from their angle and to bring out
the significant aspects, review dedisions and possible
alternatives, and draw any conclusions possible. The
idea is not to write history but to aid those who may
some day do so.
