So I got her on the buzz box and she answered the thing in a very crytic voice, "How do you do, Mr. Secretary," or "Hello, Mr. Secretary, and I said, "You made a mistake, Mrs. Shipley, this is cupid speaking," and she said, "I beg your pardon, " and I said, "otherwise known as the 'flying bow-boy (?):". And she said, "Itm afraid I don't understand." I said, "Mrs. cold Shipley, I want to talk about love,' and in this voice, she said, "Have you been indiscrete, Mr. Secretary?" And then I told her the problem and she was quite in- trigued by the whole thing at that point and said, "Well, I can give you some useful infor- mation the young lady that you are interested in has dual citizenship she doesn' need a passport from me, she can go if her husband will have his passport fixed up to in- clude his wife all she needs is an exit permit, and if she applies to me for one, I'll be glad to give her one." We had a very pleasant little chat and as I was leaving she said, "I want you to know that I'M awfully happy you dropped in -- you even F jsk Q know so many of these young Assistant Secretarys come and go without meeting them." You were mentioning earlier of not disposing for purposes of political controversy the people down the line who had taken part in a particular operation. I think that's a very important point. Another point of view that was implicit in what you were saying and that is, unless you operate in that way you don't get the benefit of expert advice in foreign policy matters. If the people down the line are worried about the domestic political impact upon a particular power or upon themselves, that begins to bother them. By the time it gets to, say, an Assistant Secretary, the foreign policy aspect of it would then be so clouded over with all sorts of irrelevant matters on most of which they are not experts at all. You don't know what you are getting down below and so you almost have to tell your not people, "Now, you take domestic politics into account/at all.
