NITZE:\nThis brings to mind the alternative to the package proposal which\nwas discussed at some length during the month of August inside the\nUS government, and that alternative, as I remember it, was this\nppoposal for creating a German police force comparable to the\nbereitschaften? on the Commie side. That the thing to do was\nto get going with the German contribution, and to avoid formal\nproblems of the words - get the substance rather than the words.\nBut this ran into all kinds of objections as to - if you started\na German police force, or a German army under the name of a police\nforce, how would you ever get it back under control? Wouldn't it\neventually develop a high command of its own, and various things\nof that kind? Wasn't it better to try and integrate this and get\nit under control, than to start with something which the Germans\nTRUMAND\nwould have complete control over once the occupation was over?\nWasn' t that the substance of the debate on that one, George?\nEs ADMIN\nMR. PERKINS:\nI think that' right.\nCOVERNMENT\nMR. NITZE:\nI think we and (S.P.?) were rather on the side of the (bereitschaften)\nand then were dissuaded.\nMR. PERKINS:\nWell, the (truth?) of it was I think the Secretary of State (really\nwas agreed that we were not for?)that solution to the problem at all.\nMR. NITZE:\nMy recollection is that the British came to this meeting in November\nwith some proposal similar to this bereitschaften one.\n(indistinct)\nMR.
