NITZE: It would seem to me that in those discussions on the subject of Formosa that it was made perfectly clear by the military that they did not think they defend that if Formosa could ptblect Formosa; #/# was attacked -- with U.S. Torces -- MR. ACHESON: That K as Absolutely right. MR. NITZE: And that in the same discussions, it was perfectly clear that if they were to was attacked against Korea this was even less defensible than/ Formosa. Because shortly after this speech of yours, I went over to the Joint Strategic Survey Committee and said that as we understood it the decision that the military had na de, that they didn't think that Formosa should be defen_ded, was on the basis of the military importance of Formoaa; and we wanted to ask them a different question, and tha.t was, if it was of the utmost political importance that Formosa be defended -- we weren't testing their judgment that it wasn't be defended of sufficient s trategic importance to th-te-defend-44 from the military standpoint, but we thought - that if we were to tell them that this was of such political importance that there be a defense, could they do it? And they came back and said that this would be militarily unsound, even if we toods, tdld them this was of the utmost political importance Now we did not t ake up the question of Korea, because it seemed to us that the Formosan position was much more defensible -- much - militarily a much sounder thing to do. And if they couldn't do it with respect to Formosa, how could you expect them to do it with respect to Korea? THUMAN MR. GRAHAM: They still didn't answer your question, did they?
