Between the 10th and 16th of November I had daily meetings with Eden and
Lloyd and almost daily meetings with other members of the Commonwealth
and other people. one day we had a meeting with Eden, Lloyd, the Aus-
tralians, New Zealanders, Canadians and French, all in an attempt to try

and work this matter out. Dick Casey, who was/Rxime Minister of Australia
and was in charge of his delegation up to about this time when he went
home, al so got himself captivated by Menon, and went away leaving instruc-
tions with Spender to support the Menon view. Spender did not agree with
it; he thou ght it was quite wrong. He was strongly on our side, but that
was his instruction. Some time about the 13th of November I sent a tele-
gram to the President, which I wrote out in longhand in the hotel and it
was put on the direct telegraph wire, SO I happen to have it. It's not
dated; but I think it is the 13th of November. I have my own draft of
it, and this is an illustration both of the sort of wires that I sent
to the President when I was away in meetings of this sort and the critical

state of this si ituation. I said: "Dear Mr. President: David Bruce has

kept you informed of the serious situation "which is developing here--
more or less, but less and less under the surface--on Korea. The Indians,
with help and encouragement from two of our allies, are working on proposals
for the prisoner of war issue, which seem to us, as they say in the strike
settLement lingo, to give us the words and the other side the decision.
We
have had some rough sessions. I have pointed out that our friends seem
to be operating on General Forrest' principle, if you cannot lick 1em,
join 1 em, ! while you are going ahead with General Grant to fight it out
on this line if it takes all summer. There are some jitters here about
what may happen if there is no armistice. Things are rapidly coming to
a head, and we shall soon need some instructions about our final position
which require a sober review of the situation. State and Defense are
working well and harmoniously together to get a recommendation for you,
