referred to the Committee on the Judiciary
A BILL
To amend the immigration laws SO as to eliminate discrimination
based on race and sex; to provide for the use of unused
immigration quotas; to provide nonquota status for parents
of citizens, orphans, and alien members and former members
of the Armed Forces; and for other purposes.

Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 REMOVAL OF RACIAL DISQUALIFICATION FOR NATURALIZA-

TION AND FOR ADMISSION INTO THE UNITED STATES

SECTION 1. (a) No person shall be denied the priv-
6 ilege to become a citizen of the United States or the privilege
7 to enter the United States as an immigrant solely on the
