Key West # 2.
TO THE CONGRESS OF THE UNITED STATES:
One of the gravest problems arising from the present world crisis
is created by the flight and expulsion of people from the oppressed countries
of Eastern Europe, and by overpopulation in parts of Western Europe.
This problem is of great practical importance to the peace and
security of the free world. It is also of great concern to us, because
of our long humanitarian traditions. The Congress has recognized the
importance of this problem and has already enacted some legislation to
help to meet it. I ask the Congress to give early and favorable con-
sideration to additional legislation to make more adequate provision for
meeting this situation.
Specifically, I ask the Congress to authorize a program that
will:
(1) Continue our participation in the international effort now
being made to assist in the migration and resettlement throughout the world
of a substantial number of persons from the overpopulated areas of Western
Europe,
(2) Provide aid for the courageous people who are escaping from
Soviet tyranny behind the Iron Curtain, and
