Feb. 16, 1920 , for the following-named reasons, viz:
Officer did not accept the commission of Captain until Oct.
8, 1918, and is not, therefore, entitled to the pay of the
higher rank until acceptance.
Officers of the United States Army, except Regular Officers,
are not entitled to the pay of their rank until acceptance.
