A., has been examined and DISALLOWED by certificate No. 720285, dated Feb. 16, 1920 , for the following-named reasons, viz: Officer did not accept the commission of Captain until Oct. 8, 1918, and is not, therefore, entitled to the pay of the higher rank until acceptance.
