Paragroph II, Administrative Bulletin No. 2, Headquartors 2nd Army, January 2, 1919, is quoted for the information and guidance of this commend: "l. The following evidences of thoughtlessness on the part of drivers and othors having animels in their charge aro pointed out in an ordor publishod by the Commnding Goneral, 5th Fiold Artillery Brigado, on Decembor 22, 1918. 2. Thoso points are woll worthy of attention and it is desired that thoy bo civen consideration with a viow to their correction wherevor nocossary: "The undersignod has seen a largo numbor of toams witing at the ration dump this morning, including teams from three regiments of this brigade, standing in the icy wind and bitter cold. Just ono man of all the drivers of these toams hod the forethought to carry his horse covors and put thom on the toam," 3. General Rivers reninds his drivors of the nocossity for taking foed along for the noon-day moal and to foed by the roddsido boforo arriving ot the dump, or while woiting at the dumo, putting covors on the animols whilo they ent. It is pointed out that animels travolling got hoated and that it is doubly nocos- sary to cover thom at overy stop of any duration, and that such thoughtfulnoss vill result in the confort and health of the animols, as woll as in the appearonce of the cont and the amount of flesh - in fact in the whole condition. 4. Genoral Rivors noticod drivors at the retion dump all huddled un about a tiny fire trying to keep warm, whereas if thoy had givon thoir toams a vi;orous combinG, rubbing down of legs, getting the mud. off of thom, rubbing up of horness with oil rass, etc., both drivers and animels would hove been Ropt vorm and com fortable and the equipment mintained in Good ordor. 5. The foregoing points aro woll worth considoring and stops should be taloon to soo that tho bad practices montioned by Gonoral Rivers are discontinte whore thoy exist and that the sound corroctive moasures ho sugcosts will bo ado VII. FIRES: (WD-w). 1. All members of this command are warned against building large fires in fire places of Fronch buildings. Several cases of damice to buildings, due to this cause have boen reported. Tho fire places and fluos are not designed with a view to carrying off a creat amount of hoat, and in many cases the flues havo not boen cleaned for a long time. All casos of damago to buildings through firing will be investigated by the R.R. & C. officor and the person at fault vin. be required to pay the damagos.
