The year 1961 contributed new evidence that the
international will to resolve problems of refugees
constantly needs to be revitalized if the succession of new refugee
situations is to be dealt with effectively. World Refugee year,
ended on June 30, 1960, left in its wake an in-
creasedopublic awareness of refugee problems and a disposition
of many governments to apply more liberal criteria
aven those refugees whose capacity to become self-
supporting might be open to question because of their physical or
sociadeihandigaps. Actually, the handicapped refugees proved
morerableator become self-dependent than was generally ex-
pected> and World Refugee year
