Your Excellency,
I have the honor to refer to a communication
addressed by me to Your Excellency dated January 4, 1951,
which deals with participation by the Republic of Korea
in negotiations for a peace treaty with Japan. There are
certain clarifying details which I have the honor to
convey to Your Excellency at this time, and I would there-
fore request that this comunication supplant my letter
of January 4, 1951.
Noting that some of the members of the United
Nations are making plans to negotiate peace treaties with
Japan, I have the honor to inform Your Excellency that the
Republic of Korea has a right to demand that its Government
be permitted to join other participating nations in the ne-
gotiation of such peace treaties. If such participation is
not feasible, it is the view of the Korean Government that
there should be an understanding among the participating
nations which negotiate peace treaties with Japan that the
Republic of Korea will negotiate a separate peace treaty
with Japan with a view to the settlement of problems of
the past and the present and to the opening of relations
between the two countries.
