Telephone Conversation Between
Ambassador Gross (USUN) and Mr. Hickerson (UNA)
Mr. Hickerson celled Mr, Grpss to discuss the questions raised by
the discussions which Gross had had with Jebb and Younger and with Rau
on December 9.
In respect to a cease-fire, Mr. Hickerson told him that there was
no real possibility of getting the views of the military as to, the type
of cease-fire which would be most acceptable to us. He said, however,
that we were alerting the Defense Department so that they could be
considering the question and if Rau put forward a cease-fire proposal
and. gave us an opportunity to comment on it in advance, the military
would be able to react promptly to the text. As far as Gross's
conversation with Rau scheduled for the afternoon of December 10 was
concerned, if Rau then presented him with the text of a cease-fire
resolution, all Gross could do was to look at it from a political
standpoint to see if it had any conditions attached and to see if
there were any military aspects involved. If the resolution were
a simple cease-fire order without political conditions and without
military implications, he could tell Rau that there was no objection
from our standpoint to its going forward. If, on the other hand, it
did have any military aspecte oppolitical strings attached, he should
try to pursuade Ran to. give us a chance to comment on it in Washington
so, that we could get the military views both here and in Tokyo. In
other words, Gross should point out to Rau that he was without
instructions and would have to act on an ad referendum basis. He should
also make the point in his conversation with Rau that the military
aspects of the cease-fire would have to be worked out by military
people on the ground and could not be determined by United Nations
delegations at Lake Success.
Mr. Gross said that he understood that and couldplay it that way
but he was worried that Rau might table a resolution which had unsatis-
factory elements without giving us a chance to comment on it at all.
Gross pointed out that Rau is anxious to have as meny sponsors as he
can get for the resolution, probably the same group of Asian States
who sponsored the appeal to the Chinese Communists. In order to. get
those sponsors he would have to present them with the text tonight
and then the Foreign Offices of the various sponsors would have to
consider
