THE PRESIDENT
Told Cabinet about atomic explosion in Central Siberia. Scientists
have concluded it is true. It occurred between August 18 and 21. Will
issue statement for public today.
WEBB
This means that we are in a straight race with the Russi ans.
MCGRATH
Found yesterday that Judges of the Circuits want to delegate to
Congress the authority which they have invested in themselves. They
have considered asking Congress to authorize them to forbid picketing
of Federal Courts. The A. G. is opposed to this method of handling.
SNYDER
Business is on the upgrade. All facets of our economy are show-
improvement.

Got thru the MAP appropriation yesterday. The Congressional record
will be good. Has attended many conferences but the one in San Francisco
was one of the most impressive and constructive that he has ever experi-
enced.
