Have checked with V. P. and Speaker about advisability of sending
down the Military Assistance Program.
V.P.
Thinks it would delay action on Atlantic Pact if it were sent down
at this time.

Rayburn agrees with V. P. after consulting leaders in House.
ACHESON
Is thinking of new Pres of Gen Assembly. How about Romulo of the
Philippines - want Asiatic.

Not much impressed with him but could do worse.

JOHNSON
Wants to get out from oil shale expenditure and toss it over to
Interior.
INTERIOR
Says it is a Defense item and cannot be justified as an Interior
project.

Told Krug and Johnson to get together and work it out.
