Thinks it would delay action on Atlantic Pact if it were sent down at this time. THE PRESIDENT Rayburn agrees with V. P. after consulting leaders in House. ACHESON Is thinking of new Pres of Gen Assembly. How about Romulo of the Philippines - want Asiatic. THE PRESIDENT Not much impressed with him but could do worse. TREAS. JOHNSON Wants to get out from oil shale expenditure and toss it over to Interior. INTERIOR Says it is a Defense item and cannot be justified as an Interior project. THE PRESIDENT Told Krug and Johnson to get together and work it out.
