Guidelines, March 6, 1982 By DEB NLT, Date 9-10-85 July 3, 1952 SEGRET SEGURITY INF ORMATION SUMMARY OF TELEGRAMS KASHMIR The Pakistani Prime Minister, with Foreign Minister Zafrullah in attendance, received Ambassador Warren yesterday morning to discuss Pakistan's present position on the Kashmir situation. The Pakistanis told Warren that if Dr. Graham, the UN Kashmir representative, has no further recommendations to make, they will offer the following concessions in the hope of achieving the immediate entrance into office of the plebiscite administrator: 1) The 000 militia troops in India-hel Kashmir and the 3,500 northern scouts in Pakistan-held territory are to be excluded from consideration; 2) If India is prepared to reduce regular Indian troops in India-held Kashmir and Jammu to 15, 000, Pakistan will accept a ratio of Azad Kashmir provincial forces of four to one, and exclude any claim for Pakistan regular army troops in Kashmir; 3) The concession in (2) above is subject to India's immediate consideration and early acceptance, plus Indian acquiescence in immediate entry into office of the plebiscite administrator. The Pakistanis told Warren that in the event an effort growing out of the above offer should fail it would be incumbent on Dr. Graham to submit specific proposals to the two governments relating to the quantum of troops permitted to each side, and, on the basis. of their replies, to inform the Security Council what he, in consultation with his military advisers, recommends as the maximum of troops of all categories to remain on both sides, in accordance with the principle that in each case the quantum should not be large enough to present a threat of aggression, nor should it be large enough to constitute a coercive force likely to jeopardize the fairness of the plebiscite. The Pakistani Government has instructed its delegation in New York to break off conversations with Dr. Graham if he has no specific proposals to make to their government setting forth a recommended quantum of troops as a prior condition to the immediate entry into office of the plebiscite administrator. When Warren asked Zafrullah of this was an ultimatum, Zafrulla replied that there was no time factor involved but his government hopes that the offer will receive the earliest possible consideration.
