SECRET SECURITY INFORMATION - 2 - DENMARK Ambassador Draper has commented from Paris that the facts of the case would favor granting an exception to Denmark in its delivery of the tanker to the USSR. Draper points out that a major factor in the Danish refusal to stop delivery of the tanker is the principal of prior commitment. (It is to be delivered under a 1948 trade agreement between the two countries). Moreover, all member countries on the Control Committee on export controls have consistently maintained that agreement to control or embargo strategic items did not apply to commitments made prior to such agreement. Although we have urged the members to review their prior commitments with a view to maximum cancellation, especially of "hard core" or most strategic items, it is not likely that countries will agree to complete cancellation of such contracts. Draper adds that if we withdraw aid to Denmark now, we may, in all probability be obliged (to be entirely consistent and avoid accusations of discrimination) to apply similar sanction later to the UK, France or Italy. The effect of withdrawal of aid from any of our major NATO partners would be little less than disastrous, and the NATO was collapse, resulting in a grave threat to American security. Ambassador Draper requests that if an exception is nevertheless refused in the Danish tanker case we should send him in advance a general guidance on the line to take with NATO delegations and with the press, SECRET SECURITY INFORMA TION
