The conference recognizes that if the
Soviets indicate their willingness to discuss the fundamental security
issues, we probably cannot insist upon our present position regarding
the nature of exploratory talks. Soviet acceptance of the type of reply
envisaged would, in world opinion, logically necessitate a prompt meet-
ing of the four Ministers, and we should then agree to a prompt meeting
in Paris to determine an agenda.
ISRAEL
Our Embassy in Tel Aviv reports that
although no responsible official will admit
that serious consideration is being given to devaluation of the Israeli
pound, the Embassy has reason to believe that active consideration is
being given to the matter but that the move is being delayed until some
dramatic steps can be taken simultaneously toward correcting the un-
favorable balance of payments. Although the position of the Israeli pound
continues to deteriorate and all factors indicate a progressive worsening
of the situation, the Embassy concludes that the Government still has a
reasonable chance of control unless new, unexpected pressure develops
against the currency.
