Guidelines, NLT, Date March 9-1-95 6, By IOPSECREI SUMMARY OF TELEGRAMS UNITED NATIONS Our delegation at the UN has discussed our proposals regarding the work of the Ad Hoc China Collective Measures Committee, including the application of a selective embargo against Communist China, with representatives of the UK and France. The general tone of the discussions was very cooperative and our delegation feels that a basis for avoiding any serious differences while developing a mutually acceptable program has been established. Neither the UK nor French delegate however, was for the moment in a position to speak for his government. YUGOSLAVIA In conversations in London with British offi- cials, a Yugoslav Minister withour portfolio has expressed the view that Germany is more likely to be attacked than Yugoslavia this year. However, our Embassy reports that the British military estimate, which had earlier considered an attack on Yugoslavia unlikely before September, is now being revised to a somewhat earlier date. The British Foreign Office now seems to believe that waiting for the Yugoslavs to make a full disclosure of their arms position might cause an undesirable delay in rendering military assistance; it therefore now thinks that if the Yugoslavs provide adequately-detailed lists, that should suffice as a basis for providing assistance. The British understand that the French have drawn up a tentative list of arms they might supply Yugoslavia if the need arose. MEETING OF Our Embassy in London has learned from the FOREIGN MINISTERS Foreign Office that British thinking on the lat- est Soviet note is substantially in accord with views exchanged here by Ambassador Franks and the Department. The Foreign Office is submitting a position paper to the cabinet today. The matter is being kept under review on the cabinet level because of possi- ble political reaction if it should appear that the Government had in any
