Guidelines, March 6, 1982 June 11, 1951 By DEB NLT, Date 9-5-85 S E C R E SUMMARY OF TELEGRAMS PARIS FOUR Friday's quadripartite meeting, the first POWER TALKS since the delivery of the Soviet note, went off very satisfacorily; contrary to French forebodings the Soviets made no surprise move, but contented them - selves with a routine and relatively mild propaganda statement. The three western powers are still negotiating on the text of a note to the Soviets, but Jessup feels that it will scarcely be possible to reach a- greement before June 16, the eve of the elections. KOREAN WAR Secretary General Bajpai of the Indian For - eign Office asked to see Ambassador Henderson on Saturday and showed him a cable from India's Ambassador Panikkar in Peiping to the following effect: The radio reports that Mr. Acheson informed the Senate that the US was willing to accept a cease-fire at the 38th Parallel, that neither the US nor the UN contemplates an attempt to unify Korea by military means, and that there was no reason why the admission of Communist China to the UN should not be discussed in the UN. Panikkar has asked his government to ascertain and inform him whether this statement correctly represents views of the US Govern- ment. He says that if he has formal assurance that it does, he might find an opening to take up the matter with the Chinese Government, which has thus far taken the position that it was useless to engage in discussions since the US would be sure to make demands which would be unacceptable. Ambassador Henderson replied to Bajpai that he felt Panikkar might have a mistaken idea about the US attitude toward admitting the Peiping Government to the UN, and said he doubted thatth US would be willing to make any statement which would indicate even in- - directly that it would drop its position on the Chinese representation issue in the UN in return for a cease-fire in Korea. KOREA Ambassador Muccio has expressed his con- cern over the Korean reaction to rumors and statements that the US and the UN favor a cease-fire at the 38th Parallel. SECROI
