DEPARTMENT OF STATE P OFFICE OF THE SECRETARY WASHINGTON ESE February 6; 1946 SUMMARY OF TELEGRAMS UNITED KINGDOM The immediate reaction of the British Foreign Office to our treaty proposal is negative, it being argued that multilateral conventions under UNO should go farther to replace the need for bilateral treaties. However, they will consider the proposal further. In a public speech Cripps of the British Cabinet hinted the American Congress may turn down the British loan. British Foreign Office is apprehensive over its change of Ambassadors to Moscow fearing the Russians may consider Peterson with his blunt and taciturn personality as anti-Soviet, thus disturbing the delicate Anglo-Soviet situation. USSR PRAVDA claims the Iranian question has been struck from the Security Council agenda, thus returning it to "natural and proper" direct negotiation between USSR and Iran. It states all friends of peace should welcome this Security Council decision which thus strengthens UNO. Embassy Moscow's analysis of the Moscow press of January shows that two-thirds of the American coverage was devoted to reconversion difficulties, industrial strife and unemployment. Racial and political discrimination also figures. Selectivity applied to President Truman's public and press conference statements conveys impression that American economy is writhing in grip of major crisis. BULGARIA In a letter from Vyshinski, Embassy Moscow has been in- formed that the Bulgarian Government has been given instruc- tions to begin the return to Greece of Greek property discovered in Bulgaria. ITALY De Gasperi has formally presented Italian claims to Alto Adige to the US, UK, USSR and French missions in Rome, stating Austrian claims to the area were causing Italy concern. Rome press gives full coverage to this step. DECLASSIFIED FRANCE E.O. 12065, Sec. 3-402 State Dept. Guldoline, June 12, 1979 By NLT-HL NARS, Date 11-10-th
