Dunn reports that the USSR apparently conceives of
FOREIGN
the Paris conference as a meeting at which the

great powers responsible under the Moscow decision
for drafting the five peace treaties will push
through their agreed drafts, limiting the role of the smaller
Allied states and the consultation, if any, of the five enemy
states to a minimum. The Soviet Deputy indicated the USSR will
oppose the convening of the Paris conference until further agree-
ment has been reached by the Council on the draft treaties. The
sole purpose of the Paris conference, he added, is to consider the
agreed drafts of the peace treaties prepared by the Council and
that if no agreed drafts were ready, a new situation had arisen
which was not contemplated by the Moscow agreement.

UNO
Bevin feels strongly that there should be no post-
ponement of the Security Council meeting. He believes
that yielding to the Soviet Union on this issue would seriously
jeopardize the future of UNO.

AUSTRIA
Chancellor Figl is negotiating with the Russians in
an attempt to modify their recent seizure of large
areas of Austrian farm land. Figl believes many of the land
parcels were selected to serve as centers from which pressure could
be brought to bear on the election campaigns.

BULGARIA
The resignation of the Bulgarian Government is
believed to be no more than a way of reconstructing
and strengthening the party in power while at the same time feigning
another effort at reaching an understanding with the opposition in
order to strengthen the contention that the present regime is try-
ing to implement the Moscow agreement.
051- IRAN
Ambassador Murray believes that if the Iranian Govern-
ment remains in Tehran it will be subjected to terrific
Soviet pressure and probably soon cease to be a free agent. However,
