Guideline, June 12, 1979 OFFICE OF THE SECRETARY WASHINGTON By NLT- HC NARS, Date 11-12-10 December 12, 1946 m SUMMARY OF TELEGRAMS UNITED The subcommittee on contributions has agreed on a scale of NATIONS contributions to defray the expenses of the United Nations for 1946 and 1947 which allots the US 39.89% of the total for each year. GERMANY A high British official in Berlin has informed Heath that the British are disturbed about the possibility that reparations from current German production may be accepted as a basis for economic unity because they believe the USSR will in effect take out of Germany as much as the US and UK will be required to put in. As regards possible Soviet poli- tical concessions in return for current production, the British official be- lieves these would be of a formal nature and would not be honored by the Soviets in the long run since he considers any basic revision of international Communist aims in Germany excluded. He thinks the Soviet aim is to maintain difficult if not chaotic conditions in Germany as long as any future central administration or national government is in the hands of German elements not Communist controlled. INDIA We have authorized our Charge in New Delhi to tell Nehru that we realize that Indian problems must in the last analysis be solved by Indians themselves and that recently our expressions of interest in the Indian political impasse, which were made solely on US initiative, stem from our feeling that the early establishment of the Indian Federal Union by peaceful means would be a great step forward toward world stability and prosperity. We believe that since we are in the position of a politically disinterested outsider and since we have had considerable experience in problems of a federal system, our views might be given sympathetic considera- tion by the responsible Indian leaders. ITALY Our Embassy in Rome believes that while there have been many groups of a para-military character organized in various parts of Italy as an aftermath of the war and the occupation, few if any of these groups are a serious threat at present to the Italian Government's authority. This generalization excludes Venezia Giulia and the Udine Provinces. NORWAY Norwegian Foreign Minister Lange has informed our Charge in Oslo that he had two talks with Molotov in New York recently during which Molotov pressed for early negotiations regarding Spitzbergen and Bear Island. Lange said he is now convinced that early negotiations can- not be avoided and may take place at the end of January
