DEB NLT, Date SUMMARY OF TELEGRAMS INDIA Officials of the Indian Foreign Office have expressed to our Ambassadors in Moscow and New Delhi their grave concern over the "inherent dangers" in the US position on Formosa. The Indian Ambassador in Moscow told Kirk of information from the Indian Ambassador at Peiping indicating that the Chinese Communists are fearful that US military power in the Far East is being augmented for future use against them and for the restoration of Chiang lai-shek to power. The Indian Ambassador stressed to Kirk his fear that the Formo- san issue may drag the USSR into war on the side of China, and he appealed to the US to recognize the Chinese Communist government as a "great and noble act" which would wean China from Kremlin domination. After his talk with Kirk, the Indian Ambassador evidently recommended to his Foreign Office that it urge the Chinese Communists not to take any military action toward Formosa at this time. At the same time, Secretary-General of the Indian Foreign Office Bajpai informed Henderson in New Delhi that the Indian Ambassador at Peiping believes: 1) that Com- munist China will attack Formosa in the near future even though such an attack would mean war with the US; and 2) that the problem of Formosa involves a real threat to the peace, since China could by invoking the Sino- Soviet treaty ask for the USSR's assistance against the US. Bajpai told Henderson of his own belief that there is a prospect of a US-Chinese Com- - munist war over Formosa, and said he hopes the US could find some way of alleviating the strain in its relations with the Chinese Communists. BRITAIN We have advised our missions in London, Paris, Rome and the Bénelux countries, and our High Commissioner in Germany that, although we are not aware of any lobbying on the part of the British to water down the Schuman plan, we are disturbed over the possibility that recent remarks by important British officials may cause the European countries to slacken their efforts to reach agreement on a treaty embodying the essentials of the Schuman concept.
