SUMMARY OF TELEGRAMS
GERMANY
In a conversation with High Commissioner McCloy,
German Chancellor Adenauer has made a strong
appeal for a greater display of strength in Germany by the allies and
for an increase in the number of allied divisions in West Germany.
Adenauer also stated that more troops and planes should be visible
to the population, and that West Germany should be allowed to build
up a police force sufficiently strong to counter the "people's police"
organization now in being in the Soviet zone. Adenauer told McCloy
that he feels "entirely helpless and incompetent" to cope with the
current situation under present circumstances, and emphasized that
any successful propaganda effort is dependent upon a show of allied
power. The leader of the opposition to Chancellor Adenauer made
clear to McCloy that he shares Adenauer's view that the West German
confidence in US military force has been greatly shaken, and that West
German morale and will to resist is generally at a low ebb. McCloy
comments that while Adenauer is "as usual" viewing the USSR's inten-
tions purely from a German point of view, and while he is engaging in
his customary "pressure tactics, "there is no question that West Ger- -
many has lost some inner vigor which can only be restored by new
manifestations of allied power.
INDIA
Ambassador Henderson in New Delhi has been
informed that the Indian Foreign Office has
instructed its United Nations delegate, Benegal Rau, that since no
plan for the restoration of peace in Korea could succeed without the
active support of the great powers, Rau might drop his plan for the
formation of a commission of the non-permanent Security Council
members to examine the Korean situation in favor of a proposal
whereby an "advisory committee" of nations - -including not only
Security Council members but also other UN members and possibly
some non-UN countries - would be formed to consider means of
bringing about a cessation of Korean fighting and development of a
