Dear Mr. Walsh:
In connection with your request of April 2,
you may be interested in the following quota-
tion from the Observer-Dispatch (Utica, N. Y.)
of March 26, 1943. Mr. Elmer Davis is quoted
at some length and concludes with:
"The Department of State and the Lend-Lease
Administration state that they have no reason
to believe that any trade is being conducted
between Japan and Russia in rubber or in iron
and steel or any other commodity, and that they
are assured that no such trade is being
conducted."
