It was decided to repeat to CCS today the text of Morgan's message and to furnish an appreciation of present military situation. It was also decided to set forth in SAC's message to CCS the alternatives which now lay before us and to ask that a decision on this matter be made on the highest level in London and Washington. The foregoing is being transmitted to CCS this evening in NAF series.
