At SAC's political committee meeting this morning
General Morgan¹ latest message as reported in our 2058,
May 10, 9 a.m. was discussed at some length. It was
decided to repeat to CCS today the text of Morgan's
message and to furnish an appreciation of present
military situation. It was also decided to set forth
in SAC's message to CCS the alternatives which now lay
before us and to ask that a decision on this matter be
made on the highest level in London and Washington.
The foregoing is being transmitted to CCS this evening
in NAF series.
In this connection, I venture to submit for the
Department's consideration the following suggestions:
(A) That we endeavor to obtain from the Yugoslav
Government immediately acceptance of principle of
recognition of 1939 borders until peace settlements and
that we should set a time limit for a Yugoslav reply;
