(B) If the reply is negative, we should withdraw all material and financial aid to the Yugoslavs and, if possible, UNRRA activities in Yugoslavia should cease; (C) We should withdraw British American Ambassadors from Belgrade forthwith and (D) severance of diplomatic relations with the Yugoslav Government should follow. Meanwhile consideration to be given following negative refusal of (one) above to the elimination of the Yugoslav delegation at San Francisco on the basis that it is in- consistent for a government engaged in international banditry to participate in the drawing up of a post war international organization.
