Morosov said Tolbukhin would have conference lasting SERVICE" approx ninety minutes and that he would Expect heads of missions to give informally their views re subdivision of Vienna dity. TherEfore Winterton has requested permis- sion to informal discussions of zoning on rission's observations. Russians are apparently anxious for quick settlement on military basis. Winterton feels personally that Tolbukhin is right in trying to obtain some degree of lo- cal agreement before missions leave so as to facilitate decision in EAC; also that psychological results of refusal to meet Tolbukhin's advances would be unfortunate.
