The Generalissimo has asked me to forward
through you the following urgent Top SECrEt message
from the Generalissimo to President Truman:
"TOP SECRET
My dear Mr. President: on August 20 I received
the following memorandum from His Excellency the
British Ambassador in Chungking:
"His lajesty's Embassy learns that Dr. T. V.
Soong has been informed by the United States
SEcrEtary of State in Washington of the action
contemplated for the recovery of Hong Kong by a
