Substance President Truman's message in DEPTEL 1381,
November 22 conveyed orally to President Quirino yesterday
He was very understanding of the President's position and
was particularly appreciative of his great personal
interest in the Philippines. He said he fully understood
the desire of President Truman to confer with Congressional
leaders. of the newly organized Congress before discussing
with him various Philippine problems. President Quirino,
in general, seemed well satisfied President Truman's message
and spoke of it as "fine". I do not believe any further
request will be made at this time.
