populations and to maintain a small industrial
production. I accordingly give you my full agreF-
ment on the directives which you propose to s end
to GEn Eisenhower concerning coal production in
GErmany. I add that I intend to s end without delay
similar directives to the Commander in Chief of the
Fren forces in GErmany.
I wish to conv ey to you the great appreciation
of the Fren Govt for the initiative which you have
just taken which if it is followed by the prompt
arrival in France of important quantities of GErman
coal, will permit our country to play a more impor-
tant role in the conduct of military operations
against the common EnEmy and in the E-Establishment
of Economic conditions necessary for stability and
peace in the world. I wish, however, to Emphasize
the extreme urgency of our needs. If France cannot
import important quantities of coal during the
summer months, the Govt will be obliged to reduce
further its already further its already extremely
fEEblE industrial production. Thus, for Example,
the coming sugar beEt harvest will be largely
lost because of the lack of necessary fuel.
