thought the Neth Govt would welcome such a move; that
he know Amb Loudon would be in favor of it and was
pretty clear Van Kleffens would favor it; that on one
or two occasions it had been informally discussed with
general conclusion that long term rights for US in
Dutch Guiana would be an advantage to the colony; that
ho thought the present Neth Govt was sufficiently es-
tablished so that it could undertake such a negotiation
and would not object.
US Air Forces would welcome such rights since
Xandery, which is an hour's flight from Atkinson, makes
a good alternative field when Atkinson is closed in by
weather. While this might not be necessary in respect
of southbound flights, in which Trinidad could serve,
it can be extremely useful in case of northwest flights
from Natal.
Facilities of this kind are contemplated in plans
of Joint Chiefs-of-Staff for permanent defence of the
hemisphere,
