As to the third, the United States has considered that Germany should not
enjoy the exclusive right to dispose of its key economic resources as 16
sees fit. We hava realized the importance of the German economy to the
rest of Europe. In recognition of the importance of international access
to the coal and steel of the Ruhr, wa as an occupying power, have entered
into commitments to export apecified proportions of Gezman coal output;
and we have favored international control over the distribution of key
Ruhre products as betwison Gorman consumption and exports whenever an inde-
pendent Gorman government is lie have considered German
esonomic recovery essential, not only to create an economic environment
favorable to the establishment and of a peaceful democratic German
society
