THE ECONOMIC UNITY OF GERMANY
The Problen
The problem is to agree on the traatment of Germany as an economic units
as was agreed in the Potsdam Protocol, and to resolve the differences which
developed at the Council of Forsign Ministers at Moscow with respect to this
question.
Discussion
The United States regards the treatment of Germany na an economic unit
involving agreement on common economic policies as basic to the solution of
economic problem. The position of the United States with regard to
the measures necessary to accomplish the economic unity of Germany was set forth
by the Secretary at Moscow under the following headings
